Abstract
Literary is the basic goal of education at all levels of education and the only universal weapon for any country aspiring for global-meaningful development. This paper aims at providing conceptual framework of literary, x-raying the National Policy on Education (NPE) goals of primary education stating the national efforts of the government in line with global antecedents and community self-help project geared towards promoting literary across the country. It equally looks at some principal agents as a strategy employed to improve basic skills and competency of school children towards literacy and national development so as to strengthen and sustain the functionality of education.
