Item Civil Service Ethics and Corruption in Nigeria(Faculty of Business and Social Sciences, University of Ilorin, 2004) Oyedele, SamuelOver the years, several efforts made in Nigeria to improve the performance of its civil service for national development and to overcome its current economic crisis appear to be fruitless. This is partly due to the increasing unethical behaviour among civil servants. Although corruption is an endemic phenomenon, this paper focuses on the manifestations of corruption and moral decadence among civil servants which are against administrative ethical norms and which this paper concludes tends to destroy trust, confidence and political stability in Nigeria.Item CLEANSING NIGERIA’S CIVIL SERVICE: THE PERIL AND PROMISE(Faculty of Management Sciences, University of Maiduguri, Maiduguri, 2018-12) Oyedele, Samuel; Aluko, OpeyemiThe Nigerian civil service came under severe scrutiny following the discovery and recovery of large-scale looting of government money and assets by civil servants recently. The discoveries were made by the various federal government anticorruption Agencies such as the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices Commission (ICPC) and the Code of Conduct Bureau (CCB). This is as a result of the zero tolerance stance of the Muhammadu Buhari government for corruption in the civil service since it came to power about three years ago. Is it possible for a civil service bedevilled by this magnitude of corruption to be effective and efficient, especially in the area of service delivery and national development? This paper holds the view that the government should concise it efforts to cleanse the country’s civil service of corrupt practises. The paper adopted the qualitative method of analysis using explorative data analysis techniques for the secondary data. In recent times, this is made easier by new technologies such as e-governance and e-personnel management. Accountability, credibility, effectiveness and efficiency have been much more enhanced. The dominance of favouritism, nepotism, ethnic chauvinism and religious bigotry in personnel management in many developing countries can be reduced in governance whenever e-governance and e-personnel are adopted. There will be reduction in human interference and merit order will be installed. The question this paper answers is how can e-governance (e-personnel) through the new technologies effectively improve the administrative process in the public sector? This paper appraises the essence of e-governance in the public sector of the developing countries (Nigeria) through the adoption of e-personnel management. The Ability, Motivation and Opportunity theory (AMO Theory) is used to appraise the need for effective improvement in the personnel management for better output in service delivery. The civil servants play a major role in the performance of these government responsibilities. This is because they constitute the workforce of the civil services at the federal and state levels. The effective management of these servants of the state known as personnel management becomes more important today for sustainable development of the society. This has however been greatly affected by certain ecological factors one of which is the economic factor. The effect of the sustainability of development and the impact of this economic factor on effective personnel management is the thesis of this paper. Elections are conducted to change a government in a violent-free manner fair to all participant and credible in the judgment of the international community. Whenever elections begin to turn violent or dangerous and injurious to human beings, it will eventually become the ruining of the democratic system. There are a lot of problems which election conduct can breed however, the menace of vote buying is seen as a panacea to all other problems. This is a quagmire that requires urgent attention. This study accesses how vote buying lacuna becomes election quagmire in Nigeria's democracy. The political business cycle theory; chaos theory and tire burning theory are used to analyse this phenomenon. The ethnography qualitative research method is adopted to analyse panoramic data-events from Nigeria electoral landscape. The conclusions and recommendations are premised on the rule of law and adherence and peaceful co-existence among the electorates and other citizens.Item Employee compensation management: e case of the national minimum wage in Nigeria(Faculty of Management, Comenius University in Bratislava, 2016) Oyedele, SamuelThis article examines the issue of employee compensation in Nigeria with particular reference to the National minimum Wage. e paper notes that proper employee compensation management is central to industrial harmony in all organizations.e paper however discovered that, over the years, employee compensation as it relates to national minimum wage fixing in Nigeria has remained controversial and problematic.The major cause of this problem is its retention in the federal exclusive legislative list. Having noted all the issues involved, the paper is of the view that minimum wage fixing should be removed from the exclusive legislative list to the concurrent legislative list so that stakeholders can have input in the fixing of the minimum wage in order to maintain the much needed industrial harmony.Item The Fluctuating Fortunes of the Civil Servants in Nigeria(Department of Public Administration, University of Lucknow, 2016-01) Oyedele, SamuelAll countries of the world, no matter the political system they operate, depend heavily on their civil services for effective and efficient management of their public aflairs. However, over the years in Nigeria, the importance of civil servants particularly the top civil servants and the role they play in the process of governance has not been clearly brought into public limelight. The Ievel of this recognition varied from one government to the other This paper examines the involvement of top civil servants (permanent secretaries) vis-a‘-vis the involvement of the political executives (ministers). The paper concludes that the two government functionaries should receive adequate recognition so that they can perform their roles in a complimentary manner for the smooth running of government business for nation-building and national development.Item The Impact of States' Creation on Nigerian Public Bureaucracies(Department of Public Administration, University of Lucknow, India, 2014-12-24) Oyedele, SamuelState creation is a major reorganisation policy of a federation aimed at promoting unity in diversity particularly among the various ethnic groups in a heterogeneous country such as Nigeria. The creations of states are also aimed at resolving boundary disputes and promote national development. However, the multiplication of states on the other hand, translates to the multiplication of administrative Agencies particularly the bureaucracy. The constant increase in the number of these administrative Agencies no doubt has a lot of consequences for their viability, effectiveness and efficiency. This is because it weakens the administrative capacities of these bureaucracies since their existence and indeed their survival in terms of finances depends almost entirely on the central government. This paper infers that the exercise of uncontrolled creation of more states in Nigeria requires radical reorientation coupled with strong political will for public bureaucracies at the state level to be able to meet their developmental and efficiency goals.Item IMPROVING HUMAN RESOURCE CAPACITY IN THE NIGERIAN LOCAL GOVERNMENT ADMINISTRATION: CHALLENGES AND PROSPECTS(Faculty of Social Sciences, Usmanu Danfodiyo University, Sokoto, 2018-08) Oyedele, SamuelLocal government administration is at the lowest, yet most critical level of government in a rural- dominated federation such as Nigeria .It is critical to rural and ultimately to national development if properly managed. However, local governments in Nigeria have been incapacitated to function effectively over the years. One of the age-long problems of this important level of government is the ineffective use and development of the human resource of local governments. This is why local government personnel are often perceived as inefficient, inexperienced, unqualified, unskilled and incompetent in the performance of their duties. It is therefore recommended in this paper that for local governments to become vibrant and perform their responsibilities to expected standard , the process of their recruitment, training , and development of their personnel should be strictly in line with merit , staff development and sound personnel management practices.Item Improving Public Sector Performance through Performance Evaluation(Administrative Staff College of Nigeria, Badagry Lagos, 1993-04) Oyedele, SamuelThere is the need for the public sector in Nigeria to increase its productivity. The level of performance of the public service has a lot of implications for the speedy recovery of the Country's ailing economy. Concerned citizens have criticized the public service for its numerous lapses including ineffectiveness, slowness and low level of productivity among others. Some suggestions have been offered by observers for the improvement in public service organizations' contributions to national development. Despite these suggestions and efforts to formulate and implement policies based on this suggestions, the overall productivity of the public services in Nigeria has remained low. The focus of this paper therefore is to examine the role a proper performance evaluation system can play in increasing to a large extent the productivity of employees in the public sector and to access the present performance evaluation system in the public service.Item Local Government Administration and National Development in Nigeria: Challenges and Prospects(Department of Industrial Relations and Personnel Management, Faculty of Management Sciences, University of Ilorin, 2017) Oyedele, Samuel; Osezua, Ehiyamen; Abdulkareem, Abdulrazak; Ishola, AbdulrasaqThe local government constitutes the most critical level of government in the move for sustainable national development. Over the years, national development has been canvassed to take off from the grassroots as the local government is widely known as a vital instrument for rural transformation and machinery for effective delivery of socio-economic services to the people. In the light of this, in 1976, the nationwide local government reform was initiated where the local government were saddled with more functions, responsibilities and finances. However, this development has led to wide disparity in what should be expected of the local government and what is actually happening in the local government in terms of socio-economic service delivery for national development which is the central focus of this paper. The aim of this paper is to discuss the challenges confronting the local government in carrying out its functions as a level of government as well as highlight the prospects for local government as an engine of national development. This paper has adopted a conceptual approach through the use of secondary source of data to analyse objectives. It is discovered in this paper that the local government has lost its footing in the developmental process due to unwarranted encroachment into the administration, finance and operations of the local government by the state governments. Therefore, it is recommended in this paper that for local government to be vibrant and perform up to expectation, a constitutional amendment must be made to cede the local away as an appendage of the state government.Item THE NIGERIAN PUBLIC SERVICE AND SERVICE DELIVERY UNDER CIVIL RULE(Faculty of Economics and Business Administration, Alexaandru Ioan Cuza, University of IaL Yi, Romania, 2015) Oyedele, SamuelThis paper examines the ability of the Nigerian Public Service to effectively manage public affairs. The paper highlighted the critical importance of Public Service delivery to the citizens in a timely, honest and effective manner under civil rule. The paper however discovered that government reform adopted to improve service delivery has not changed the public service for the better as nation-wide service failure persists. What is responsible for this is the failure of a recent public service delivery reform called Service Compact with All Nigerians (SERVICOM) to achieve its objectives. This is because of unsustained political will over time. Its operations are limited and uncoordinated. The paper infers that the tenets of SERVICOM should be widely publicized, coordinated and given “Legal teeth” to make it effective.Item The Ombudsman, Bureaucratic Dictatorship and Democratic Rule in Nigeria(College of Management and Social Sciences, Fountain University osogbo, 2019) Oyedele, SamuelThis paper examines the need for any civilian government to guarantee and safeguard individual rights and liberties of its citizenry against arbitrary abuse of bureaucratic power of public servants in the course of carrying out their official duties. The paper therefore assesses the role of the Ombudsman in the control of administrative excesses of public servants through the redress of complaints lodged by aggrieved citizens against administrative injustice on the part of public servants. The paper concludes that the various government agencies and control mechanisms of the Ombudsman in Nigeria have failed to perform this role effectively over the years as a result of the absence of an enabling and effective legal framework. The paper recommends that the Ombudsman should be given the needed “legal teeth” to be able to play its important role as required under civil rule. This harsh economic condition is no doubt of great concern to the government and people of the country in view of its attendant pains. Economic and financial experts and professionals are expected to find solution to this national challenge. This paper however argues that, in addition to seeking economic solution to this problem, the nation’s public service in its position as the main machinery of government for the formulation and implementation of public policies should be recognised as a critical factor in exiting the country out of recession. This can be done by continuous training and re-training of public servants in order to increase their competence, morale and productivity towards speedy recovery of the country’s economy. The paper adopted the qualitative method of analysis using mainly secondary source of data.Item WAGE EROSION AND COMPRESSION IN THE NIGERIAN CIVIL SERVICES: IMPLICATIONS FOR PERFORMANCE(Journal of Public Administration, Finance and Law, 2016) Oyedele, SamuelThe importance of wage or salary administration practice to the achievement of individual and group efforts in any organization cannot be over stressed. It is vital to the achievement of the corporate goal of any organization. Therefore, it is an important personnel management function. Perhaps, payment of wage and salary is the single most important obligation owed by an employer to an employee in organizations worldwide. However, the payment of salary in the state civil services, local government areas and even at the federal level in Nigeria has become problematic and hence worrisome today. This is as a result of the general economic down turn leading to inequitable pay or delay in payment or non-payment of salaries of civil servants coupled with high rate of inflation which constitute what this paper regards as wage erosion. This paper holds the opinion that this trend has grievous implications for the performances of civil servants and national development if not properly and promptly addressed.
