Item A Review of E-Government as a tool for building citizens’ trust in the Nigerian Government(Faculty of Mnagement Sciences, University of Maiduguri, Borno State, 2015) Abdulkareem, Kayode Abdulrazaq; Ameen, Abdullateef; Ishola, Ajadi AbdulrasaqCitizens' trust in government worldwide has been declining over the years though not in a uniform pattern. Nigerians' mistrust in government has been accumulating over the years by range of disappointments from the past and present government administrations. Successive administrations and regimes have always promised improved provision of public service and infrastructural development for the Nigerian masses as a basis for introducing reforms, policies and programmes. However, most of them ended up worsening the situation of the people. The objective of this study is to explore how e-government can be used to correct the public trust the deficiency in government in Nigeria. The paper adopts available data and review of literature on the subject of inquiry. The review was carried out in carefully designed sub-theme to address the important aspects of this paper. The paper found out that there is a gap in the literature available on this topic in the past as little efforts had been geared towards linking the field of e-government to trust in government in Nigeria. The paper further established that mistrust in the Nigerian government was mainly due to the high level of corruption, poor public service delivery, poverty and unemployment. The paper therefore concludes that the mistrust is not limited to military government alone. But surfaces in the civilian regimes thereby putting the legitimacy of the government into question. The paper recommends that the involvement of ICT in government should be offered in terms of participation and service delivery as a means to correct the trust deficiency as it creates avenue for efficient and effective public service delivery, mass participation in policy process, transparency in public procurement and elections. It is against this background that this study appraises the role of promotion in the performance of Civil Servants in Kwara State Civil Service. A survey design was adopted and data were obtained from both primary and secondary sources. A multistage sampling technique was adopted utilizing purposive, simple random and proportional sampling techniques. Purposive sampling technique was used in selecting a total of seven ministries and one agency, and 250 respondents were randomly selected and closed ended questionnaires were issued but 222 were retrieved. Data collected was organized and analyzed into tables and percentages. The analysis was done through Statistical Package for Social Sciences (SPSS) version17.0. Pearson Moment Correlation Coefficient was used to test the hypotheses formulated; decisions of significant relationship between variables were based on 5% (0.05). Expectancy theory of Victor H. Vroom was adopted because it has a direct link on the influence of promotion on performance. The findings revealed that level of commitment/performance of civil servants to work will increase when promoted. However, the benefit accruing from promotion is not paid at as when due, even arrears are no paid. The study also reveals that there is a strict adherence of the criteria for promotion. Furthermore, the research revealed that promotion remains a factor that enhances performance. The study therefore concludes that, promotion remains a yardstick for enhancing performance but if promotion is denied it demoralizes the working sense of civil servants. Nigeria has been trying to put in place different strategies to motivate civil servants to perform its statutory responsibilities. However, there is no better and ready instrument available for government to influence the moral tone of the civil servants. It is against this background that this study assesses the factors that affect performance of civil Servants in Kwara State Civil Service, Nigeria. A survey design was adpted and data were obtained from primary and secondary sources. A multistage sampling technique was adopted utilizing purposive and simple random sampling techniques. Purposive sampling technique was used in selecting a total of seven ministries and one agency, and 250 respondents were randomly selected and closed ended questionnaires were issue but 222 were retrieved. Data collected was organizes and analyzed into tables and percentages. The analysis was done through Statistical Package for Social Sciences (SPSS) version 17.0. Pearson Moment Correlation Coefficient was used to test the hypothesis formulated; decisions of the significant relationship between variables were based on 5% (0.05). The findings revealed that salary and allowances, job security, promotion, training, increased responsibilities, authority and accountability affects performance of the civil servants in Kwara State. the study also revealed that promotion is a motivator of performance. The research also found that civil servants would be impressed and encouraged to perform when they are promoted as at when due. The study established that civil servants were adequately trained to enhance their performance. The study therefore concludes that, promotion and salary increment are the major factors that affect performance of civil servants. Hence, it is recommended that, there should be prompt payment of salaries and allowance to the workers especially when they they are promoted as it spur them to greater performance.Item CHALLENGES AND PROSPECTS OF DEMOCRATIC CONSOLIDATION IN NIGERIA (2010-2014)(Department of Public Administration, University of Maiduguri, Maiduguri, 2016-03-13) Bello, Mohammed; Amao, I. A.; Ameen, AbdullateefThe current democratic dispensation in Nigeria was launched again in 1999 leading to the emergence of the fourth republic. This came after a long time of despotic military rule in the country. Democracy was highly embraced by all with expected hope that it will deliver good dividends and socio-economic development. Democracy was equally welcomed in Nigeria with high expectation and enthusiasm since it has the capacity of ensuring political stability and socio-economic development. But this soon dashed as the political landscape of the nation was turned to a ‘battle ground’ not for national survival but for extending self-centric and elitist agenda. The system today lacks an agenda for the masses and their rights terribly suppressed. Instead of peace, stability, development and an egalitarian society, the nation is now characterized and marred by insecurity and political instability. In other words, not far into the fourth republic, the body polity became over heated by lots of challenges ranging from electoral malpractices, inter and intra-ethnic rivalry, religious crises and insecurity (Boko Haram) and weak democratic institutions in Nigeria. The objective of this paper is to examine the various challenges and prospects of democratic consolidation in Nigeria 2010 to 2014. The paper uses secondary sources of data gathering and qualitative mode of analysis. The paper found that ethnoreligious factor, absence of a true federalism, poverty, insecurity, corruption among others were the major challenges of democratic consolidation in Nigeria. The paper concludes that democratic consolidation can only be achieved in Nigeria when citizens freely and fairly elect their leaders such that those so elected owed their elections to the people and not to a cabal who stays in hidden places to write election results. Not only that, citizens will be willing and perhaps eager to support democracy if the political elites rise above class self seeking, corruption and give primacy to citizens’’ needs. The paper recommended that only discipline and subduing the dictatorial tendencies of Nigerian leaders and the encouragement of uninterested, sceptical and unconvinced, politically apathetic citizens to embrace constitutional democracy. Since Nigeria got her political independence in 1960, efforts have been made by political leaders, both the military and civilian government, to introduce a lot of planning strategies to achieve national development. These include the short-term, medium and long-term planning, such as the five year plans, rolling plans and vision 2010, 2015, 2020, SEEDS, NEEDS and even the transformation Agenda. The features of these plans were centred on poverty reduction, unemployment, national integration, political and economic self-reliance, rural-urban development and agricultural development; but the problem here is that little or nothing was achieved among these plans. Why? Findings of this study revealed that lack of political will, corruption, and lack of data bank, insufficient machinery and technology to take care of the programmes were responsible for failure. It therefore proffered some solutions to ameliorate the problems encountered in the implementation of the plans. The paper adopted qualitative research method and relied on secondary data from textbooks, journals, and the internet.Item Factors inhibiting effective management of tertiary education in Kwara State: Evidence from the Colleges of Education(Published by Department of Business Administration. The main purpose of this study is to examine the factors inhibiting effective management of Tertiary Education in Kwara State Colleges of Education. The population consists of lecturers in all the three (3) colleges of education in the State. simple random sampling was used to select 90 lecturers as respondents for this study. The instrument for data collection was 10 items questionnaires titled: “Challenges of Effective Management of Tertiary Education Questionnaire”. The questionnaire was structured and data collected were analyzed using descriptive statistics of means. Findings revealed that lack of funding will hamper the effective management of Tertiary Education in Kwara State Colleges of Education. To achieve quality service delivery, this study examined the relationship between the state and local governments on health care series delivery. This study realized that the power relation affects the local government performance as a result of inability of the constitution to state clearly the political power of the local governments to act as independent organization. The study adopted qualitative and quantitative methods of analyzing the data collected in respect of the power relations between Kwara State and local governments on health services delivery. It is against this background that the paper examines the contemporary challenges of civil service in Nigeria. It is relevant to stress that the Nigerian civil service has become so tolerant that a considerable number of civil servants get themselves involved in politics which in turn is making the civil service lose its actual essence. The paper therefore concludes that challenges facing the Nigerian civil service are poor attitude to work by civil servants, poor remuneration, indiscipline, undue politicization/political interference, corruption, ineffective service delivery among others. Hence, it is recommended that government, as a matter of concern, should deploy ways in which civil servants can be properly remunerated and serious matters relating to bribery and corruption should be treated with high sense of responsibility and accountability.
