Abstract

Community development projects in Nigeria are always carried out using the top-down approach where most of the projects were carried out without carrying out a need assessment of such communities. The community people were not involved form the project initiation to the last stage of project evaluation. No wonder, therefore such projects are either abandoned or die prematurely at conception. Also, community people perceive that it is the government responsibility to provide those infrastructure and develop their communities for them and the problem of funding those projects still poses a great challenge. The mobilization drive is very low and this has been hindering the effective mobilization of community people to partner with the government and other community development partners in order to have sustainable self-help projects in their communities. This paper examines the concept of sustainable community development, mobilization and citizen participation from sustainable community development and the roles of change-agents that can enhance sustainable community development. It was recommended that change-agents should be involved in community development processes, starting from the initiation of the project to the final stage of monitoring and evaluation of such project in order to have sustainable community development.
