In response to this challenge, the Federal Government established the Economic and Financial Crimes Commission (EFCC) to combat corruption and promote transparency and accountability in governance. In spite of the establishment of EFCC, the fight against corruption seems not to have achieved the desired result in view of the rising incidence of corruption as indicated by Transparency International’s negative Corruption Perception Index on Nigeria. The major objective of the study was to assess the effectiveness of EFCC under the Muhammadu Buhari Administration in Nigeria from 2015 till date. Specifically, the study intended to; examine the impact of Buhari’s anti corruption crusade on socio -economic and political development, determine the degree of autonomy of the EFCC and to ascertain the level of effectiveness of the EFCC. Both primary and secondary data were sourced using Statistical Package for Social Science (SPSS version 20). Findings from the study which relied on both primary and secondary data revealed that the activities of the EFCC were severely constrained by undue political interference. The institution was not adequately funded with feeble financial autonomy. The corruption reporting system in the federal public service was found to be more effective under Buhari Administration. The study concluded that the degree of autonomy of the EFCC under the administration is weak while its level of activities is more noticeable in the public glare in the Buhari regime than other regimes because the regime identified the fight against corruption as a key governance agenda. The study recommended among others, the exercise of greater political will to free the EFCC from political interference with adequate funding and greater financial autonomy for the institution. Key words: Anti-Corruption Crusade, Corruption, Administration, EffectivenessItem Challenges of Revenue Generation in Asa Local Government Area of Kwara State, Nigeria: Implications for Community Development(Published by UniversitiTeknologi MARA., 2020) Amin, A.A.,; Raji, S.A.; Ambali, A.,; Abdullahi, A.; Bamidele, A.ABSTRACT The Asa local government area of Kwara State, Nigeria, is largely challenged by dwindling revenue generation leading to sustained budget deficits and paucity of funds for sustainable development of the area. This paper examined the income generation capacity of the local government and its implications for community development. The study used both primary and secondary data research methodology, which were interpreted and analysed. Findings from the study were that Asa local government generates insufficient revenues from both internal and external sources due to weak federal allocation and irregular remittance of its statutory financial allocation from the state joint account. The capacity of the local government to generate sufficient internal revenue is also challenged by poor tax collection capacity and enforcement policy and embezzlement of a large chunks of internally generated revenue by local government officials. The low revenue generation has reduced the construction of feeder road and community markets, and reduced drug supplies to the local government dispensary. The study concluded that Asa local government lacks adequate capacity to generate the required revenue for community development and recommended better training for the revenue collectors, improved political and financial autonomy for local governments and proper utilisation of revenue generated to improve community development in As a local government. The work noted from the outset that In spite of the collaborative efforts amongst world leaders to bring about global peace and security through diverse means, devastating wars and other forms of subversive activities are still an acute reality all over the world. The ubiquity of violent conflict globally has led to frequent loss of lives and property. The research findings which relied on secondary source identified four major causes of conflict, whether national or global. These are conflicts over scarce resources, dispute over cherished values (worldview),conflict over psychological inclinations and conflict over mismanagement of information. The study reveals further that science is related to global conflicts in three major dimensions: Science produces the weapons of mass destruction that are used as instrument of engagement in global conflicts, military scientists practically manages and prosecutes wars across the globe while global warfare is de-escalated through scientist’s involvement in peace conventions. In spite of the moderate contributions of science to global peace and security under the contemporary unipolar world order, the use of weapons of mass destruction by individuals and terrorist groups to settle primordial score remains the current most dangerous threat to global peace and security. Key words: Conflict, Science,Global, Peace, Security.Item North-eastern Nigeria: Assessing the Response Capacity of National Emergency Management Agency to the plights of internally displaced persons(Published by Elsevier Ltd. Indexed: SCOPUS (Q1)., 2021) Raji, S.A.; Adekaiyaoja, F.A; Agaku, E.A.; Akujobi, F.; Hamzat, A.A.The plights of Internally Displaced Persons (IDPs), including hunger, rape, insecurity, and death, have assumed a frightening dimension in North-eastern Nigeria with the sustained intervention of the National Emergency Management Agency (NEMA) to ameliorate their sufferings. This paper aimed to assess the response capacity of NEMAto the plights of the IDPs in North-eastern Nigeria. The objectives of the study were to examine the nature and dimensions of the plights of the IDPs in the Northeast, identify their coping strategies, and assess the impact of NEMA's response strategies on the burgeoning situation. The study used a qualitative survey research design, in which 166 key Informant Interviews (KII) were conducted. The primary designs were complemented by sec ondary data, which was derived from books, journal articles, and News tabloids. Data generated were descrip tively analyzed. Major findings from the paper were that the Boko Haram insurgency was primarily responsible for the mass displacement of persons in North-eastern Nigeria. The IDPs are facing lots of challenges in the camps with weak coping strategies while the intervention of NEMA through the provision of relief materials, rehabili tation and resettlement programs, and linking of the displaced with family members have reduced the plights of the IDPs. However, the Agency currently has the minimal operational capacity to ameliorate the plights of the IDPs due to the protracted nature of the insurgency, legal restriction on the operational mandates of NEMA, corruption, and limited funding of the agency. Cases of marital conflict among Muslim couples are very rampant in the city, leading to a significant rise in the spate of divorce, separation, single parenthood and domestic violence. This paper identifies the sources and effects of marital dispute on the family in Ilorin and discusses the simulative methods of using Sulh for resolving such dispute. The study relies on secondary data by analyzing existing works on the subject matter. The paper finds that the primary sources of conflict among Muslim couples in Ilorin include incompatible marital vision, unmet expectations, financial difficulty, job loss and bareness. The use of Sulh by Muslim mediators in Ilorin follows the Shari’ah (Islamic law) method of mediation that includes solicited or unsolicited intervention of external mediator, identification of conflict issues and resolution of conflict through pleas and soft bargaining. It is concluded that the application of Sulh in Ilorin, though with its limitations, is a credible alternative dispute resolution mechanism with promising outcomes. The Kwara state government should introduce Sulh to decongest the conventional courts and improve the alternative justice system in Ilorin.Item The Politicisation of Rwanda Military Intelligence Towards Ethnic Genocide and Post-genocide Reforms for National Security.(Published by Adonis & Abbey. Indexed: SCOPUS, IBSS, EBSCO, COPERNICUS, ProQuest, J-Gate and Sabinet., 2021) Raji, S.A.; Agaku, E.A.; Hamzat, A.AAbstract This study, which used Relative Deprivation and Custodian Theory of Military Politics, examined the politicization of Rwanda Military intelligence towards genocide and post-genocide reforms for national security. With the use of secondary data, the study found that the inters ethnic political power struggle between the Tutsi and Hutu equally politicized and polarized the Rwanda Military Intelligence towards ethnic affiliation, and weaken the quality and quantum of intelligence to contain the genocide. While the Hutu-dominated domestic military intelligence promoted the genocide, the exiled Rwanda intelligence force; led by Paul Kagame; ended the genocide but perpetrated more pogrom against the Hutu in Diaspora. Tremendous socio economic improvements have been recorded in post-genocide Rwanda but an objective reform of the military intelligence towards all-inclusive ethnic participation is far from being achieved, thus serving as threat to national security. The Rwandan intelligence should be de-politicized.
