Abstract
Abstract
This study, which used Relative Deprivation and Custodian Theory of Military Politics,
examined the politicization of Rwanda Military intelligence towards genocide and post-genocide
reforms for national security. With the use of secondary data, the study found that the inters
ethnic political power struggle between the Tutsi and Hutu equally politicized and polarized the
Rwanda Military Intelligence towards ethnic affiliation, and weaken the quality and quantum of
intelligence to contain the genocide. While the Hutu-dominated domestic military intelligence
promoted the genocide, the exiled Rwanda intelligence force; led by Paul Kagame; ended the
genocide but perpetrated more pogrom against the Hutu in Diaspora. Tremendous socio
economic improvements have been recorded in post-genocide Rwanda but an objective reform of
the military intelligence towards all-inclusive ethnic participation is far from being achieved,
thus serving as threat to national security. The Rwandan intelligence should be de-politicized.
