    A Comparative Study of E-Government Evaluation of Nigeria and Singapore

    The implementation of e-government in Nigerian was made possible with the ICT revolution which started in the early 2000s. The objective was to place government services online to enable efficiency, effectiveness, transparency and accountability. The Nigerian government has contributed significant investments in e-government in recent years; however, there has been inadequate substantive study into its evaluation. Therefore, the primary aim of this paper is to assess e-government condition in Nigeria with the aid of the United Nations e-government evaluation framework in contrast with the performance of the Republic of Singapore (2008 – 2016) which is a country that rose steadily in the e-government ranking to become one of the league leaders in e-government in the world at the moment. From the results generated, it can be deduced that Singapore has reached an advanced stage of e-government while Nigeria still lags behind. Significant gaps are evidenced in the Online Service Index and Telecommunication Infrastructure Index which is an indication that Nigeria must step up her ICT infrastructure most especially in the area of broadband. Also, create a sophisticated user friendly government website to deliver seamless services to the people.

    A Review of E-Government as a Tool for Building Citizens Trust in the Nigerian Government.

    Citizens’ trust in government worldwide has been declining over the years though not in a uniform pattern. Nigerians’ mistrust in government has been accumulating over the years by range of disappointments from the past and present government administrations. Successive administrations and regimes have always promised improved provision of public service and infrastructural development for the Nigerian masses as a basis for introducing reforms, policies and programmes. However, most of them ended up worsening the situation of the people. The objective of this study is to explore how e-government can be used to correct the public trust deficiency in government in Nigeria. The paper adopts available data and reviews of literature on the subject of inquiry. The review was carried out in carefully designed sub-themes to address the important aspects of this paper. The paper found out that there is a gap in the literature available on this topic in the past as little efforts had been geared towards linking the field of e-government to trust in government in Nigeria. The paper further established that mistrust in the Nigerian government was mainly due to by the high level of corruption, poor public service delivery, poverty and unemployment. The paper therefore concludes that the mistrust is not limited to military government alone. But surfaces in the civilian regimes thereby putting the legitimacy of the government into question. The paper recommends that the involvement of ICT in government should be offered in terms of participation and service delivery as a means to correct the trust deficiency as it creates avenue for efficient and effective public service delivery, mass participation in policy process, transparency in public procurement and elections. More so, the government must show strong political and financial will to support the growth of e-government system.

    An Impact Evaluation of Skills Acquisition Programmes on Women Empowerment in Giwa Local Government Area of Kaduna State

    Despite the government's efforts at empowering women via ·skills acquisition initiatives to alleviate poverty, poverty has remained pervasive especially among women in Giwa Local Government Area of Kaduna state. This has denied them access to the basic requirements (food, shelter, clothing, education, health, etc.) necessary for a decent life and therefore leaves them at the mercy of their husbands or other male folks. This study is, therefore, an attempt to evaluate the skills acquisition programs initiated by the Giwa Local Government Area in collaboration with the state government to empower women and alleviate poverty in the area. This study adopts a survey research approach using primary data generated from both interview and questionnaires for analysis. Results showed that the programs have appreciably empowered women as the income level of a sizeable number of them have risen and they can now afford the basic necessities such as food and clothing; afford to acquire basic household items; and also afford to visit health centres for treatment when the need arises without their spouse's support. Notwithstanding, the programs are marred by poor and inconsistent funding, inadequate working tools, shortage of technical personnel and non-involvement of women in planning the programs. The study therefore recommends adequate and timely funding, engagement of qualified and experienced trainers, engagement of women in the planning and designing of the programs, provision of adequate working tools, and the provision of soft loans or microcredit.

    CAREER DEVELOPMENT METRICS AND EMPLOYEE MOTIVATION OF PFAS IN NIGERIA

    The nexus between career development and employee motivation cannot be over emphasized as the era of using financial means to get the attention of the employees has long expired. The emerging trend is for the organisation to create an enabling platform for the employees to grow in their career. This alone can stimulate the staff to perform better and thus facilitate the effective efficient achievement of pre-set organizational goals. It is this nexus that this paper explored among the employees of Pension Fund Administrators (PFAs) in Nigeria. This relationship was proved using a survey design with 4983 staff of the 22 pension Administrators in Nigeria as at December 2020. From the population, a sample of 370 respondents were selected using Taro Yemane sample size formula. With a structured questionnaire, primary data were collected and analysed with a multiple regression analysis. The study found that that the coefficient values for all the career development metrics positively and significantly influence employee motivation of PFAs in Nigeria. It thus concluded that career development metrics have significant effect on employee motivation of PFAs in Nigeria. The paper therefore recommended that career advancement systems which are linked with performance levels since rewards in terms of career growth and promotion opportunities have an effect on employees’ job related attitudes.

    E-GOVERNMENT IMPLEMENTATION IN NIGERIA: BUILDING A NEW PARADIGM FOR PUBLIC TRUST

    This study investigated how the online delivery of public services (e-government) has impacted public trust in the Nigerian government. This was done using an electronic survey conducted with 13,743 users of online government services. The study found that that electronic public service delivery had (t = -4.73, p < 0.05) significant effect on public trust in Nigeria. However, the practical significance as the t obtained -4.73 is greater than t critical value -4.303 under 2 degree of freedom at 5% significance level. This difference further implies that significant effect existed between service delivery and public confidence with practical difference from the null value. Stemming from this finding, the study concluded that the significant positive relationship is established between electronic public service delivery and trust in government and it could catalyse the promotion of trust in the Nigerian government.

    E-Government Implementation in Nigeria: Exploring Panacea for Good Governance

    The foremost indication of good governance begins with an efficient and effective social service delivery by the state apparatus. This in return calls for the prompt payment of taxes and dues on the part of the citizens. There is a growing consensus that e-government can facilitate a symbiotic relationship with good governance as it is at the heart of an effective and efficient public service delivery and citizens' engagement. Third world nations prominent among which is Nigeria lay claims to e-government adoption without a significant improvement in the quality and medium of social service delivery. Where lays the reason for this backdrop in the result? Using the United Nations Department of Economic and Social Affairs (UN-DESA) 5-Stage web maturity model, this paper evaluates the websites of eight (8) purposively selected Federal Agencies' service portals that constituted the foremost online public service delivery agencies in Nigeria to ascertain the extent of e-Government implementation in the country. Through the domestication of web measurement index of UN-DESA, the study found that all the selected agencies had an average score of 100% at the emerging stage and 50% at the enhanced stage. The agencies had 83.4% at the interactive stage while at the transactional stage; only the Corporate Affairs Commission (CAC) met the minimum requirement of the stage by recording 60%, while none of the forefront federal agencies selected for this study met the minimum requirement of the connected stage of e-government implementation. The paper thus concluded that e-government implementation in Nigeria is haphazard because not all the selected agencies fulfilled the requirements in many of the stages before embarking on the features on the next stages. However, the implementation is beyond the interactive stage, and yet to be established at the Transactional stage.

    E-GOVERNMENT IN NIGERIA

    In the early 2000s, the federal government of Nigeria announced the initiative of the government to go digital to enhance the operation of the government in providing public services in a transparent, effective and efficient means. Sixteen years after the launch of e-government, this paper dwells into investigating the level of Nigeria's e-government progress as well as taking note of the drawbacks that has inhibited its fast development, as well as look into world best practices that Nigeria can adopt and adapt. This is done by carrying out study on the international e-government assessment and research by the United Nations E-government Development Index Survey (EGDI) and web surveys of selected federal government ministries/agencies. The study survey reveals that Nigeria's e-government performance has been a mix of failure and success over the years. From the study, factors responsible for this include reduced budgetary allocation for ICT, power failure, infrastructure challenge, digital divide, etc. To overcome this challenges, this study concludes and recommended that Nigeria needs to adopt and adapt some best practices principles applied in some countries ranked high in e-government.

    Effect of Disciplinary Measures on Employees’ Behaviour in Offa Local Government Area Council

    Disciplinary measures are very crucial in an organization to shape employees’ behaviour towards the achievement of its goals, but in a developing nation like Nigeria, it is the other way round. However, little research has been done on the effect of disciplinary measures on employee behaviour, especially on local government employees. Therefore, the key objective of this analysis was to examine the relationship of disciplinary measures with employees’ behaviour in Offa Local Government, Kwara State. The study’s data were generated through quantitative surveys from 126 employees of the Offa Local Government Area council of Kwara State. Data gathered from the survey were analyzed using SPSS version 22 and Pearson Product-Moment Correlation. The statistical result shows that the null hypothesis was rejected while the alternative hypothesis was accepted since the P-value (H1 = 0.736) is less than 0.05 significance level. Therefore, the study revealed a significant relationship between disciplinary measures and employees’ attitude to work. Therefore, the study recommended that management should enforce discipline on workers with a particular aim of managing their behaviours and being productive in achieving the organizational goal.

    EVALUATING THE IMPACT OF OCCUPATIONAL HEALTH AND SAFETY MEASURES ON WORK PERFORMANCE IN KAM WIRE INDUSTRY, ILORIN

    An organization becomes significantly effective by reducing the rates and severity of occupational accidents, diseases, workplace violence, stress related illnesses through availability of safety and health measures or schemes since the workplace depends on its employees as working partners and fellow members of the organization community. This in turn improves the quality of employees’ work performance in the organization. The study therefore seeks to ascertain the influence of health and safety schemes on employees’ work performance in Kam Wire Industry, Ilorin in Kwara - State. This was with the population of 318 and the sample size of 177 which was determined with the use of Taro Yamane’s formula. Simple random sampling technique was employed for the study with the utilization of structured questionnaire to elicit the needed information from the respondents. The descriptive statistics used comprised simple percentages and tables, while inferential statistics utilized were multiples regressions. The findings of the study showed that staff of Kam Wire Industry could effectively and easily assess the company’s occupational health and safety measures. The findings of the study pointed out further that there is a significant effect of industrial health and safety measures on employees’ work performance in the industry (R2 =.148; F= 16.413, p < 0.05). The study therefore recommends: that efforts should always be made to involve employees as well in the decisions making that directly affect them; and that regular inspection and maintenance should frequently be carried out on the safety and health management facilities of the company. This is to make the facilities to be up-to-date.

    HUMAN RESOURCE TRAINING AND ORGANISATIONAL GROWTH: A STUDY OF DANGOTE FLOUR MILLS PLC, ILORIN

    The relevance of skill and knowledge enhancement to organisational growth cannot be over-emphasized as individual performance amounts to collective organisational growth. It is based on this assertion that this study investigated Dangote Flour Mills Plc, Ilorin. Structured questionnaires were used to collect primary data from 145 simple randomly selected staff of the company. Multiple regression analysis was adopted in the analysis while the result indicated that the correlation coefficient r is .782 (i.e., r = 0.782). The result revealed that there is a strong positive linear relationship between organisation growth and human resource training. The study thus concluded that effective training is primary to equipping employees for new roles that will facilitate the realization of the desired organisational growth. It then recommended that the management of Dangote Flour Mill Plc should lay more emphasis on the importance of training to improve organisational growth. This will be achieved through periodic skill and competency auditing that will reflect the skill shortages in the company. In addition, the management of the flour mill is to ensure a strict monitoring system that will guarantee adherence to the human resource development policy of the company.

    Implementation of Agricultural Policies in Nigeria: An Assessment of federal Government Policies on Rice Production (2015-2019)

    Over the years, studies have highlighted implementation gap as the significant primary barrier to the policymaking process in Nigeria, and this is especially visible in the agricultural policies of the country. This failure has culminated into food insecurity and retarded economic growth. Against this background, this study explored the agricultural policies formulated under the administration of President Buhari (2015-2019) with a focus on rice production policies. The study population is One Hundred and Forty-One (141) registered rice farmers in Ilorin South Local Government Area. The Data gathered through the administration of questionnaire were analysed using the Statistical Package for Social Science (SPSS) and Chi-square was used for the test of hypothesis. The analysis of the data proved the Null hypothesis (H0) wrong and proved Alternate hypothesis (H1) right. This result shows that Buhari's administration has the I capacity for the effective implementation of agricultural production policies in Nigeria. The significant findings are that the government has not been effective in the implementation of agricultural policies as rice is still being smuggled into the country. The paper recommended that the government should put in place measures to police the borders effectively to overcome this challenge.

    ISSUES AND CHALLENGES OF POWER SECTOR IN NIGERIA

    A nation's economic growth and development relies heavily on a robust energy production, distribution and consumption. Electricity is a key infrastructure which plays crucial role in the advancement of the critical sectors of the economy. However, the peak electricity generation for Nigeria has been 4500 megawatts for a population of 160 million people. The demand for electricity in Nigeria is high and costly; hence, only about 60% have access to it. This lack of access has degenerated into low investments which consequently has reduced the pace of socio-economic development of the country; and on the individual level, it has abysmally increased the rate of poverty and unemployment among the citizens. Several government actions such as legal and institutional reforms, huge resources and policies such as privatization and commercialization have been directed towards reforming the power sector in the past without tangible results. This paper therefore accounts for the challenges faced by the government in the bid to achieve optimum energy production and distribution, address the current policy and institutional gap using a conceptual approach with the use of secondary data. This study found some challenges that have inhibited the success of the government actions which are not limited to the fault of the government in terms of corruption, political challenge, and lack of modern facilities but some unpatriotic citizens who always sabotage the efforts of the government. This study therefore recommends a holistic approach to tackle the problem by carrying out a comprehensive policy for the sector. The government should also tackle corruption in the sector as well as educate the consumers on ways they can conserve electricity.

    Leadership Style: An Empirical Analysis of Federal Inland Revenue Service, Gombe

    The relative importance of leadership style on employees’ productivity cannot be over-emphasized as it dictates the modus operandi of the organizational activities. This study investigated the leadership style used at the Federal Inland Revenue Service (FIRS), Gombe. The study adopted a survey research design. Using a questionnaire as the instrument for generating primary data while secondary data were collected from nominal roll and other records of the organization. The population of the study was all the one hundred and seven (107) staff of Federal Inland Revenue Service Gombe office. Data gathered were presented and analysed using frequency table with Average Weighted Mean (AWM). The study found that FIRS, Gombe adopted a democratic leadership style.. The study found and concluded that leadership style in Federal Inland Revenue Service Gombe being democratic, allowed merit to rule in promotion and other benefits of the employees, that means entitlements are given to them as at when due. The study thus recommended that the leadership style in use be sustained as it incorporated the staff in decision making in addition to boosting their productivity.

    Public e-Service Delivery Challenges in Nigeria

    Innovations in Information and Communications Technology (ICT) and the resulting emergence of the internet were strong drivers for the shift from industrial to information age. However, significant growth is not yet recorded in Nigeria on the use of ICT in governance due to a number of challenges. For instance, in a recent ranking by the United Nations in 2022, Nigeria still record a middle EGDI score and rated 140th out of the 193 United Nation Member States. Even though Nigeria has moved three steps upward from the 2018 report, the rating is still low given the government’s effort in advancing public e-service delivery in Nigeria. It is in investigating the factors culminating into the poor EGDI rating that this study assumed importance. Using qualitative data gleaned from the ICT directors of eight (8) purposively selected Federal Agencies in Nigeria. The study finds that the challenges identified can be divided into national challenges such as infrastructural deficiency, inadequate supply of electricity, poor internet services and ICT illiteracy as well as peculiar challenges like data privacy and security concerns. The study thus recommended that government push massive investment in the provision of infrastructure that are critical to the success of the public e-service delivery initiative. In addition, government can rely on the Public Private Partnership (PPP) policy.
