Item CLEANSING NIGERIA’S CIVIL SERVICE: THE PERIL AND PROMISE(Faculty of Management Sciences, University of Maiduguri, Maiduguri, 2018-12) Oyedele, Samuel; Aluko, OpeyemiThe Nigerian civil service came under severe scrutiny following the discovery and recovery of large-scale looting of government money and assets by civil servants recently. The discoveries were made by the various federal government anticorruption Agencies such as the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices Commission (ICPC) and the Code of Conduct Bureau (CCB). This is as a result of the zero tolerance stance of the Muhammadu Buhari government for corruption in the civil service since it came to power about three years ago. Is it possible for a civil service bedevilled by this magnitude of corruption to be effective and efficient, especially in the area of service delivery and national development? This paper holds the view that the government should concise it efforts to cleanse the country’s civil service of corrupt practises. The paper adopted the qualitative method of analysis using explorative data analysis techniques for the secondary data. The theoretical framework of Durkheim’s anomie is adopted to explain the subject matter.Item E-Governance and E-Personnel Management in Developing Countries Public Sector(Faculty of Social and Management Sciences, Ajayi Crowther University, Oyo, 2018) Oyedele, Samuel; Aluko, OpeyemiGovernance and personnel management all over the world is not an easy task. In recent times, this is made easier by new technologies such as e-governance and e-personnel management. Accountability, credibility, effectiveness and efficiency have been much more enhanced. The dominance of favouritism, nepotism, ethnic chauvinism and religious bigotry in personnel management in many developing countries can be reduced in governance whenever e-governance and e-personnel are adopted. There will be reduction in human interference and merit order will be installed. The question this paper answers is how can e-governance (e-personnel) through the new technologies effectively improve the administrative process in the public sector? This paper appraises the essence of e-governance in the public sector of the developing countries (Nigeria) through the adoption of e-personnel management. The Ability, Motivation and Opportunity theory (AMO Theory) is used to appraise the need for effective improvement in the personnel management for better output in service delivery. The paper also assessed and addressed the four factors that affect e-governance and e-personnel in many countries of the world.Item Election Quagmire and Vote Buying Lacuna in Nigeria's Democracy(Faculty of Administration, Obafemi Awolowo University, Ile-Ife, Osun, 2019) Aluko, Opeyemi; Oyedele, SamuelElection is hallmark of democratic system of government in all countries of the world. Elections are conducted to change a government in a violent-free manner fair to all participant and credible in the judgment of the international community. Whenever elections begin to turn violent or dangerous and injurious to human beings, it will eventually become the ruining of the democratic system. There are a lot of problems which election conduct can breed however, the menace of vote buying is seen as a panacea to all other problems. This is a quagmire that requires urgent attention. This study accesses how vote buying lacuna becomes election quagmire in Nigeria's democracy. The political business cycle theory; chaos theory and tire burning theory are used to analyse this phenomenon. The ethnography qualitative research method is adopted to analyse panoramic data-events from Nigeria electoral landscape. This harsh economic condition is no doubt of great concern to the government and people of the country in view of its attendant pains. Economic and financial experts and professionals are expected to find solution to this national challenge. This paper however argues that, in addition to seeking economic solution to this problem, the nation’s public service in its position as the main machinery of government for the formulation and implementation of public policies should be recognised as a critical factor in exiting the country out of recession. This can be done by continuous training and re-training of public servants in order to increase their competence, morale and productivity towards speedy recovery of the country’s economy. The paper adopted the qualitative method of analysis using mainly secondary source of data.
