    ADEQUACY, USE AND MANAGEMENT OF OPEN SPACES IN IKEJA L.G.A., LAGOS STATE

    One of the present weaknesses of the physical planning in most Nigerian cities including Lagos Megacity region is the virtual indifference to necessity of providing open spaces, parks and gardens as greenery within the urbanized area. It was against this backdrop that this research takes a look at the adequacy, management and use of open space in Ikeja. For this vision to be materialized, locations of these open spaces, the management in place, the impact on socio economic activities and the management techniques employed in managing these open spaces were identified. A total number of one hundred and sixty (160) respondents were sampled including inhabitants, commuters and users of this open spaces; agencies/parastatals in charge of open space planning and management were also sampled. To this end, both descriptive and inferential analyses was performed on various data collected through the use of (SPSS). Findings revealed that the open space use and management in Ikeja area of study is inadequate based on facilities, planning, management and infrastructure; but the inadequacy of open spaces in Ikeja area of study is leaving the open space use and management at satisfactory level. Furthermore, it was ascertained through the regression model that open space satisfaction in the study area actually depends on security, closeness to open space sites, journey time to open spaces. To these effects, this research had hereby offered some recommendations like Joint Open Space Management Plan, Conservation and Preservation of Open Space in order to combat acute shortage of land for open space use which at present stands at 0.39% of the total land-uses of Ikeja area of study.

    Analysis of the Trend of Peri-Urban Development in Minna, Niger State

    Current situation of development in Minna has raised many spatial challenges especially in the peri-urban areas. This study analyzed the spatial development of Minna between 1972 and 2015, with a view to determining the trend at which the peri-urban area changes over time. Minna topographical map of 1972, township map of 1979 and the satellite imageries covering 1986, 1996, 2006 and 2015 were employed in this study. Map processing and image classification techniques were used in extracting the information needed. The study revealed that there was over 2000% increase in the built-up area of Minna within the period understudied. This implies that the peri-urban areas of Minna by 2015 had grown about thirty-two times its size in 1972; thirteen its size in 1979; thrice its size in 1986 and 1996, respectively; and twice of its size in 2006, but, with an increased rate of uncoordinated and unplanned development. It concluded that the planning and development of Minna peri- urban areas should not be left to chance or the interplay of economic variables, but should be guided by strategies that will ensure orderly growth and development. It therefore recommended that the government through the statutory agencies should initiate a strategic development plan proposal known as Peri-urban Area Strategic Development Plans (PuASDP), which is to guide and control every spatial development activities in the peri-urban areas.

    Application of Participatory GIS in Crime Mapping of Ibadan North, Nigeria

    This paper demonstrates the application of Participatory Geographic Information System (PGIS) as a tool to present people’s local spatial knowledge of crime in the form of 2-dimensional maps. This study adopted a survey research design employing both primary and secondary data sources. Primary data were collected through the administration of 96 copies of questionnaires, and a Web-based PGIS map served as a data collection instrument to collect spatial information on crime occurrences in the study area. Secondary data were sourced from journals, reports and the Nigerian Police Force. Results show that Mokola is a poor residential neighborhood occupied mainly by self-employed and low-income business merchants. It also reveals that Mokola experiences 689 percent more crime than would be expected, given the distribution of crime in the study area. Also, crime hotspots such as Roundabout junction, Dandaru hill, Darlington street were identified by participants aiding knowledge of the crime pattern in the study area. This study recommends natural surveillance as a concept of Crime Prevention through Environmental Design (CPTED) to keep potential offenders under easy observation. In conclusion, this study offers a vital link between the police and the general populace, one that has been absent in times past.

    Liveability aWellness of Residence of Oloje Community in Ilorin West Local Government Area, Ilorin Nigeria

    Housing matters to the liveability and wellness of cities and to the productivity of their economies. Liveability in housing supports the health, wellbeing and the quality of life of people. The way they are planned, designed, built and managed can enhance or detract from liveability. However, this research was borne out with the aim of examining the liveability and wellness of Oloje community, by assessing the infrastructure facilities, housing conditions, sanitary facilities, socio-economic characteristics, environmental conditions as well as associated disasters. The methodology employed used systematic sampling technique of interval of 5 buildings, amounting to one hundred and thirteen (113) buildings being sampled. The research was able to come out with germane findings that income, infrastructures, housing facilities, building materials, age of buildings and flooding as some principle factors affecting liveability of residents of Oloje. A multiple regression analysis performed showed the F- value calculated is greater than the F – value on table, which shows the dependency of housing satisfaction on some principle factors. The research concluded the findings with basic recommendations like slum upgrading and economic rejuvenation, provision of infrastructure master plan, as well as public awareness as the way forward.

    PHYSICAL PLANNING APPROACH TO URBAN YOUTH VIOLENCE IN ILORIN

    No country or community is untouched by violence. Images and accounts of violence pervade the media; it is on our streets, in our homes, schools, workplaces and institutions. However, youth has been victims, drivers and cynosure of violence right from the time immemorial, however, in explaining increasing levels of urban youth violence, this research was borne out with aim of examining the predisposing and incendiary factors responsible for the proliferation of youth violence and more importantly in Ilorin metropolis. The methodology employed focused on the disadvantaged neighbourhoods, areas surrounding higher institutions, wealthy neighbourhoods. Etc. It was pointed out that most of the urban youth violence that occurs in Ilorin happens in an uncompleted/abandoned building and usually at night. However, the findings of this research clearly labelled Poly area of Ilorin East as the most violent area of Ilorin metropolis. Furthermore, chi-square analysis performed shows that there exists a consolidated degree of association between number of youth gangs and drivers of crime and prevalent violent measure at X2 (41.490 and 43.873) in Ilorin. This research concluded by submitting some policy responses like emergency operational plan for violence, smart infrastructural technological plan, development control, public counselling and correction service as a way forward.

    POTENTIAL IMPACTS OF ENVIRONMENTAL LAWS FOR SUSTAINABLE DEVELOPMENT IN NIGERIA: A CASE STUDY OF ILORIN SOUTH, KWARA STATE

    There are many problems, challenges and opportunities associated with the living environment today. The earth and its treasure base is experiencing a siege from all aspects of human endeavours. Environmental management requires not just planning but the basis upon which objective evaluation can be made and the degree of success or failure of management performance. There have been cases of air pollution emanating from Automobiles, water pollution, gas flaring, hazardous wastes. Etc. However, the scope of environmental laws is concerned with those areas of laws, national, regional or international which focus on planning and protecting the environment. This research takes a look at potential impact of environmental laws for sustainable environment in Nigeria using Ilorin as a case study, with the view to ensure proper assessment of environmental laws in Nigeria with particular reference to Kwara State. In order for this vision to materialize, existing environmental law(s) in Kwara State were identified and assessed, the need of the environmental law(s) and the agencies in charge of the enforcement of this law(s) were all assessed accordingly. The general objective of the study is to show how laws can be used to promote environmental sustainability. A case study of Ilorin-South Local Government Area was the research design employed, with total number of respondents sampled standing at Eighty – Five (85) which includes residents in and out of Ilorin South, government officials both at Kwara State Environmental Protection Agency (KWEPA) and Ministry of Environment and Forestry. To this effect, analyses of various data based on the objectives of this research were descriptively analysed with the use of Statistical Package for Social Science (SPSS). It can be recalled that the summary of the findings revealed that the rate of degradation of Ilorin South Area of study has exceeded the capability of the existing laws to respond, environmental laws on environmental sustainability has little impact and lack of public awareness about most of the existing laws. However, the KWEPA laws are outdated and have long been reviewed since 2006. Introduction of Public-Private Partnership along with Citizen Science Education were among the few recommendations made to sharpen the environmental law(s) of the land, in order to give hope to environmental sustainability and the research conclusively leaves a trail of further research.

    Spatial dimension of social exclusion of urban poor in traditional core areas of Ilorin, Nigeria

    This study assesses the spatial dimensions of social exclusion in the traditional core areas of Ilorin with specific emphases on the urban poor in Ilorin. For methodology, data collection instruments used include questionnaire administration, oral interview, personal observation for primary data; journals, reports for secondary data, respectively. The findings among others reveal that Agbarigidoma, Abimbola, Anifowose and Sheik Abdulquadri sectors in Oloje; as well as Abayawo, Kongbari, Sarumi and Sefura in Okelele were excluded from urban processes and operations based on a low income, poor housing condition, unemployment and lack of essential services. Furthermore, this study reveals that the study area is running at the risk of poor environmental sanitation, inadequate infrastructure and environmental degradation. Policy responses like proper budgetary allocation, citizen participation toward protecting human rights and strategies like the bottom-up approach were recommended as a way forward in coping and forestalling exclusion.

    UNDERSTANDING VULNERABILITY OF ILORIN CENTRAL AREA, ILORIN, KWARA STATE

    Urban vulnerability to disasters is indubitably a function of human behaviour and lifestyles. Globally, countries have shown vulnerabilities to disasters, both natural and man-made in the time past and present. However, poverty represents a distinct contributing factor to vulnerabilities both in time and space. it is against this problem proceedings that this research was borne out with the aim of investigating the vulnerabilities vis-à-vis the resilient nature of Ilorin central area. The specific objectives of this study focus on assessing the socio-economic characteristics of the study area, identifying the actual and potential disasters of the study area etc. The methodology employed involved the collection of spatial (satellite imagery, topographical map. Etc.) and non-spatial data (socio-demographic data, risk factors etc.), both primary and secondary data. The key findings from multiple regression analysis using dummy variables reveals that there exists a functional dependency at a significant p level of 0.00 on Unregulated land use, socio-economic characteristics. Furthermore, flooding and traces of heat wave were labelled to be the most prevalent form of vulnerability in Ilorin central area of study. To this end, few policy responses like public awareness, adaptive urban planning techniques, community engagement were recommended as a way forward in coping and forestalling vulnerabilities.
