Item A Fitful Path Nigeria’s Faltering Counterterrorism Operation against the Boko Haram in the Northeast(CAROL 'I' NATIONAL DEFENCE UNIVERSITY, 2023) Saka, Luqman; Abubakar, Abdulrahman; Isiaq, Abdulwaheed A.; Bojang Ousman M.Nigeria’s security environment continues to be tense, tenuous and fluid. From all indications and yardsticks of policy planning and implementation, the country’s security architecture seems to be unraveling. As the nation’s security establishments confront multiple security crises especially in Northern Nigeria, their policy and operational reactions continue to be reactive. While the Boko Haram insurgency rages, a decade after the commencement of military operations against the group, military successes in the Northeast are at best modest. Following a decade of commitment of military resources including billions of dollars deployed to the procurement of armament and military hardware, expansion of forces’ strength and creation of special operation formations, one can ask why have the military operations continued to falter and security architecture unravel? The study was anchored on the qualitative research approach and sourced data from published and openly available official documents, scientific publications and newspapers articles, reports, opinion pieces and commentaries. Making use of this open-sourced information, this study explains faltering military operations and Nigeria’s worsening security environment to the failure of security planning, poor civil-military relations including lack of depth in intelligence agencies penetration of local communities across Northern Nigeria, rivalry among the three arms of the Nigerian Armed Forces, persistency of the poor culture of intelligence information sharing and lack of synergy and poor coordination among Nigeria’s security establishments. This study recommends that more attention need to be paid to intelligence gathering, synergy and coordination among the security establishments in the bids to enhance the prospects of Nigeria’s counter-terrorism operation and other military engagements across the countryItem A THEORETICAL EXAMINATION OF CAUSES OF HIGH COSTS OF GOVERNMENT CONSTRUCTION CONTRACTS IN NIGERIA(Department of Political Science and Public Administration, Ebonyi State University, 2016) Ifekija I. Solomon; Abubakar, AbdulrahmanBased on uncontestable evidences, the costs of executing construction contracts in Nigeria are extremely high. It has been widely acknowledged that Nigeria pays times-two more than any other country in the World particularly her immediate African neighbours for implementing government construction projects in a bid to provide social and economic infrastructures for the citizens. This phenomenon has had enormous devastating consequences for the country's economy over the years. Amidst this situation, the generally held view is that "corruption" in the public procurement process is the most singular factor responsible for this undesired development. This paper is opposed to this conventional assumption. It argues that, while corruption is one of the contributory factors, it is not the only majorfactor underscoring the high costs of public contracts in Nigeria. In the view of the paper, other factors such as; inflation and currency devaluation; project design, quality target and time; project environment, scarcity and shortage of materials, poor cost forecast and management, bureaucracy and budgetary delay, etc., are among the major causes of the high costs of implementing government construction projects in the country. However, by way of proffering solution to the problem, the paper recommends some measures as strategies for addressing the situation so as to save the country further waste of scarce financial resources that has drained the economy over a long period. The paper is theoretical and qualitative in approach. Data for the paper were derived from secondary sources, and the data were analyzed using the descriptive analytical method of qualitative writing. This attests to the fact that corruption breeds insecurity. Undoubtedly. security holds a pride of place in the life of any nation and considering the fact that it de/ermines the status of other phenomenon in the society makes it outstanding. The neglect of security can spell a doom for nation because a crisis of an hour can destroy provisions of centuries. This paper therefore examined the nexus between corruption and crisis cum insecurity. It argued that corruption instigates crisis which brings about insecurity and adverse effect on economic growth. It posited that the most aggravating aspect of corruption which breeds crisis is embezzlement which most of Nigerian leaders exhibit in social administration, thereby denying the citizenry of good governance. III conclusion, the paper advocated that our leaders should be more focused in social administration as opposed to the corrupt act which they presently display that has been instigating citizens' annoyance cum crisis in the society. Awotunde; Abubakar, AbdulrahmanThe formation of association of countries at global, regional and sub-regional levels is regarede as a matter of necessity by nation-states in order to promote political, economic and socio-cultural unity among them. It has also been realised that this would help reduce discord and conflict among states. It was on this premise that the European Union (EU) was formed. The main objective of this paper is to analyse the political, economic and social implications of Great Britain's exit from the EU, while Britain would be able to assert its sovereignty, its trading activities would be adversely affected. Anti-immigration laws that Britain may propose would impact negatively on Nigeria. The research methodology used is qualitative. The work was exploratory in nature. It made use of secondary sources like textbooks, internet materials, magazines and newspapers. The study found out that Brexit had lots of negative consequences for Nigeria, while in the case of Britain; the negative consequences are not overwhelming. The paper concluded that integration among nation-states is an essential ingredient of development. The paper recommends that Britain should still maintain close links with the members of the EU since no country can claim self-sufficiency. With the exemption of a few, particularly the 1993 presidential elections, other elections held were characterised by electoral violence. The 2015 general elections generated tensions and controversies more than any other elections held in the Fourth Republic. Only a few did not anticipate the occurrence of post election violence. This papaer examined 2015 general elections with the aim of documenting violent acts perpetrated before, during and after the election. Generating data majorly from secondary sources, this paper argued that hate speech, campaign of calumny, corruption, the domino effect of the Boko Haram insurgency, among others, are among the major drivers of violence in the 2015 general elections. It is submitted however, that recurrent electoral violence has grievous implications for the democratic process. It is submitted however, that recurrent electoral violence has grievous implications for the democratic process. The increase in electoral violence at every turn of election in Nigeria has been alarming and has raised concern over the country's ability to conduct peaceful general elections devoid of electoral violence in 2019. This study seeks to identify the various drivers of electoral violence in Nigeria. Secondly, is to explore the prospects of conducting peaceful 2019 general elections owing to the increasing rate of electoral violence. This study is situated within the mixed method of research, drawing from both qualitative and quantitative design. The data for this study were drawn largely from secondary sources including books, journals, EU official publications, newspapers and other internet sources. The data were analysed using qualitative content analysis together with quantities tools such as graphs analysis. This study identified saliency of communal identities in politics and communal tensions, decline in trust and social capital among communities, culture of impunity, economic vulnerabilities, institutional and behavioural issues such as erosion of trust in the electoral justice system, and lack of internal democracy in political parties in Nigeria as drivers of electoral violence in past Nigeria's general elections. This is unlike military rule which has long been regarded as aberration. In Nigeria, the elective principle was introduced in 1923 by the Clifford's Constitution. Post-independence elections have resulted to crisis, for instance the 1964 general election crisis. Subsequent elections too have not been devoid of violence. However, there was a remarkable reduction with regard to the 2011, 2015 and 2019 general elections. The paper examined the way and manner the Independent National Electoral Commission (INEC) managed the 2015 and 2019 general elections from a comparative perspective. The paper observed that there exist remarkable differences and similarities in INEC's management of the 2015 and 20 19 general elections. The study utilised the rational choice theory as theoretical framework. The methodology adopted was qualitative and the study made use of secondary sources of data like textbooks, magazines, newspapers and on-line materials. The study found out that there were remarkable similarities and differences between the 2015 and 2019 general elections. The study recommends more political enlightenment for the electorates. It also recommends that the federal government should provide adequate logistics during elections, in order to have credible elections.Item The Involvement of the Nigeria Police in Curbing Insurgency in Nigeria.(Department of Criminology and Security Studies, Faculty of Social Sciences, University of Ilorin, Ilorin, 2023-03) Isiaka, Monsurat; Austin, Oladele; Ismail, Ayatullah, Nasirudeen; Abubakar, Abdulrahman; Hassan, Adijat KuburatThe 1999 Constitution of the Federal Republic of Nigeria makes clear the makeup, organization, and operational oversight of the Nigeria Police Force. The preservation of human life and material goods is the main focus of this, among others. Currently, Nigeria is fighting an insurgency that has decimated several areas of the north-eastern region of the country. There is a paucity of research on the Nigeria Police Force's contribution to this conflict, despite the fact that the majority of studies have focused on how the Armed Forces have attempted to quell insurgency and terrorist activity. By highlighting the existence of certain of Nigeria's police special units like Explosives Ordnance Disposal (EOD), K9, Forensics, and Intelligence, a portion of their tasks can be comprehended. The purpose of this study is to investigate how the Nigerian police have helped to quell insurgency in that country. The finding reveals that the Nigeria Police are also involved in the war against insurgency. However, the lack of sophisticated equipment is a major impediment which has hindered the effectiveness of the force. The conclusion of this study recommends, among others, that the Nigerian government should enter stronger bilateral and multilateral relations with high technologically advanced nations to purchase highly sophisticated equipment to combat the insurgents.
