Item An Appraisal of the Role of Promotion in the Performance of civil servants in Kwara State Civil Service(Published by Department of Public Administration, University of Maiduguri, Maiduguri., 2016) Ameen, Abdullateef; Abdulkareem, Abdulrazaq Kayode; Bello, Muhammed LawanPromotion is significant if workers are to be motivated towards greater performance. It is against this background that this study appraises the role of promotion in the performance of Civil Servants in Kwara State Civil Service. A survey design was adopted and data were obtained from both primary and secondary sources. A multistage sampling technique was adopted utilizing purposive, simple random and proportional sampling techniques. Purposive sampling technique was used in selecting a total of seven ministries and one agency, and 250 respondents were randomly selected and closed ended questionnaires were issued but 222 were retrieved. Data collected was organized and analyzed into tables and percentages. The analysis was done through Statistical Package for Social Sciences (SPSS) version17.0. Pearson Moment Correlation Coefficient was used to test the hypotheses formulated; decisions of significant relationship between variables were based on 5% (0.05). Expectancy theory of Victor H. Vroom was adopted because it has a direct link on the influence of promotion on performance. The findings revealed that level of commitment/performance of civil servants to work will increase when promoted. However, the benefit accruing from promotion is not paid at as when due, even arrears are no paid. The study also reveals that there is a strict adherence of the criteria for promotion. Furthermore, the research revealed that promotion remains a factor that enhances performance. The study therefore concludes that, promotion remains a yardstick for enhancing performance but if promotion is denied it demoralizes the working sense of civil servants. An extension of Delone and Mclean information system success model(Inderscience Publishers, 2021) Abdulkareem, Abdulrazaq KayodeThis study empirically investigates the predicting role of digital literacy on e-government performance in Nigeria through the public value approach. Researches have advanced public value to evaluate government activities from the perspective of the citizens. Using an extended Delone and Mclean information system success model, with the underlying assumption that citizens with a high digital literacy will be able to use e-government services, which will, in turn, lead to satisfaction and high e-government performance. There is sparse literature on the predicting role of digital literacies on e-government performance. The study proposed a conceptual model based on 12 hypotheses that were tested using PLS-SEM. Data were collected through a structured questionnaire from e-government users in Nigeria. The major finding of this study is that digital literacy has a significant effect on the actual use of e-government, user satisfaction, and net benefits of e-government. The implications of the findings were discussed.Item E-government in Nigeria: Progress and Prospects(Department of Public Administration, University of Ilorin, 2016-12-01) Abdulkareem, Abdulrazaq Kayode; Ishola, Abdulrasaq AjadiIn the early 2000s, the federal government of Nigeria announced the initiative of the government to go digital to enhance the operation of the government in providing public services in a transparent, effective and efficient means. Sixteen years after the launch of e-government, this paper dwells into investigating the level of Nigeria's e-government progress as well as taking note of the drawbacks that has inhibited its fast development, as well as look into world best practices that Nigeria can adopt and adapt. This is done by carrying out study on the international e-government assessment and research by the United Nations E-government Development Index Survey (EGDI) and web surveys of selected federal government ministries/agencies. The study survey reveals that Nigeria's e-government performance has been a mix of failure and success over the years.From the study, factors responsible for this include reduced budgetary allocation for ICT, power failure, infrastructure challenge, digital divide, etc. To overcome this challenges, this study concludes and recommended that Nigeria needs to adopt and adapt some best practices principles applied in some countries ranked high in e-government.Item IMPLEMENTATION OF AGRICULTURAL POLICIES IN NIGERIA:AN ASSESSMENT OF FEDERAL GOVERNMENT POLICIES ON RICE PRODUCTION (2015-2019)(Department of Public Administration, Ibrahim Badamasi Babangida University, Lapai, Nigeria, 2020-06) Bello, Muhammed Lawan; Abdulkareem, Abdulrazaq Kayode; Ishola, Abdulrasaq Ajadi; Omoniyi, Muhammed AbiodunOver the years, studies have highlighted implementation gap as thesignificantprimarybarrier to the policy-making process in Nigeria, and this is especially visible in the agricultural policies of the country. This failure has culminated into food insecurity and retarded economic growth. Against this background, this study explored the agricultural policies formulated under the administration of President Buhari (2015-2019) with a focus on rice production policies. The study population is One Hundred and Forty-One (141) registered rice farmers in Ilorin South Local Government Area. The Data gathered through the administration of questionnaire were analysed using the Statistical Package for Social Science (SPSS) and Chi-square was used for the test of hypothesis. The analysis of the data proved the Null hypothesis (HO) wrong and proved Alternate hypothesis (HI) right. This result shows thatBuhari's administrationhas the capacity for the effective implementation of agricultural production policies in Nigeria. The significant findings are that the government has not been effective in the implementation of agricultural policies as rice is still being smuggled into the country. The paper recommended that the government should put in place measures to police the borders effectively to overcome this challenge.Item Issues and Challenges of Power Sector in Nigeria: Addressing Policy Gap to Achieve Efficiency(Department of Public Administration, University of Ilorin, 2015) Abdulkareem, Abdulrazaq Kayode; Ishola, Abdulrasaq Ajadi; Muhammed, AbdullahiA nation's economic growth and development relies heavily on a robust energy production, distribution and consumption. Electricity is a key infrastructure which plays crucial role in the advancement of the critical sectors of the economy. However, the peak electricity generation for Nigeria has been 4500 megawatts for a population of 160 million people. The demand for electricity in Nigeria is high and costly; hence, only about 60% have access to it. This lack of access has degenerated into low investments which consequently has reduced the pace of socio-economic development of the country; and on the individual level, it has abysmally increased the rate of poverty and unemployment among the citizens. Several government actions such as legal and institutional reforms, huge resources and policies such as privatization and commercialization have been directed towards reforming the power sector in the past without tangible results. This paper therefore accounts for the challenges faced by the government in the bid to achieve optimum energy production and distribution, address the current policy and institutional gap using a conceptual approach with the use of secondary data. This study found some challenges that have inhibited the success of the government actions which are not limited to the fault of the government in terms of corruption, political challenge, and lack of modern facilities but some unpatriotic citizens who always sabotage the efforts of the government. This study therefore recommends a holistic approach to tackle the problem by carrying out a comprehensive policy for the sector. The government should also tackle corruption in the sector as well as educate the consumers on ways they can conserve electricity.Item Local Government Administration and National Development in Nigeria: Challenges and Prospects(Department of Industrial Relations and Personel Management, 2017-01) Oyedele, Samuel Olanrewaju; Osezua, Ehiyamen Mediayanose; Abdulkareem, Abdulrazaq Kayode; Ishola, Abdulrasaq AjadiThe local government constitutes the most critical level of government in the move for sustainable national development. Over the years, national development has been canvassed to take off from the grassroots as the local government is widely known as a vital instrument for rural transformation and machinery for effective delivery of socioeconomic services to the people. In the light of this, in 1976, the nationwide local government reform was initiated where the local governments were saddled with more functions, responsibilities and finances. However, this development has led to wide disparity in what should be expected of the local government and what is actually happening in the local government in terms of socio-economic service delivery for national development which is the central focus of this paper. The aim of this paper is to discuss the challenges confronting the local government in carrying out its functions as a level of government as well as highlight the prospects for local government as an engine of national development. This paper has adopted a conceptual approach through the use of secondary sources of data to analyse the objective. It is discovered in this paper that the local government has lost its footing in the developmental process due to unwarranted encroachment into the administration, finance and operations of the local government by the state governments. Therefore, it is recommended in this paper that for local government to be vibrant and perform up to expectation, a constitutional amendment must be made to cede the local government away as an appendage of the state government.Item A Reflection of Voters’ Registration on Electoral Integrity in Nigeria(Faculty of General Studies, Federal University, Dutse, 2016) Adejumo, Abdulhakeem; Salawu, Ogirima Ibrahim; Abdulkareem, Abdulrazaq KayodeCompiling a credible voter register is one of the major preparatory steps towards instituting an acceptable electoral process among competing candidates and political parties. This fact is often sidestepped or glossed over by many stakeholders in the electoral process. Much emphasis is often placed on the election-day activities. How important thus, is voters’ registration to the conduct of credible elections? This article offers an explanation into the significance of transparent and acceptable voters’ registration to credible elections. It reviewed the conduct of voters registration exercise from 2007 to 2015 and juxtaposed it with the outcome of the succeeding elections. The article reveals that the quality of voters’ registration exercise substantially affects the credibility and subsequently, acceptability of succeeding elections.Item A REVIEW OF E-GOVERNMENT AS A TOOL FOR BUILDING CITIZENS TRUST IN THE NIGERIAN GOVERNMENT(Faculty of Management Sciences, University of Maiduguri, Maiduguri, 2015-06-01) Abdulkareem, Abdulrazaq Kayode; Ameen, Abdullateef; Ishola, Abdulrasaq AjadiCitizens’ trust in government worldwide has been declining over the years though not in a uniform pattern. Nigerians’ mistrust in government has been accumulating over the years by range of disappointments from the past and present government administrations. Successive administrations and regimes have always promised improved provision of public service and infrastructural development for the Nigerian masses as a basis for introducing reforms, policies and programmes. However, most of them ended up worsening the situation of the people. The objective of this study is to explore how e-government can be used to correct the public trust deficiency in government in Nigeria. The paper adopts available data and reviews of literature on the subject of inquiry. The review was carried out in carefully designed sub-themes to address the important aspects of this paper. The paper found out that there is a gap in the literature available on this topic in the past as little efforts had been geared towards linking the field of e-government to trust in government in Nigeria. The paper further established that mistrust in the Nigerian government was mainly due to by the high level of corruption, poor public service delivery, poverty and unemployment. The paper therefore concludes that the mistrust is not limited to military government alone. But surfaces in the civilian regimes thereby putting the legitimacy of the government into question. The paper recommends that the involvement of ICT in government should be offered in terms of participation and service delivery as a means to correct the trust deficiency as it creates avenue for efficient and effective public service delivery, mass participation in policy process, transparency in public procurement and elections. More so, the government must show strong political and financial will to support the growth of e-government system.
