Item Challenges of e-government implementation in the Nigerian public service(2015-12-30) AbdulKareem, Abdulrazaq KayodeThe concept of e-government began in the early 1990s which is the use of information technology to improve governance, promote efficiency and effectiveness in the delivery of public service. In the year 2000, the Federal Government of Nigeria recognized the need to transform the public service into the modern day system through the use of information technology. This was necessitated by the urgent need to improve public service delivery, ensure transparency, make government accessible, and ensure that information dissemination to the public is in real time. This study explored the hurdles faced by public agencies in materializing the government’s e-government vision. This study found that despite the government investing hugely in the ICT to realise the objectives stated in the policy document, minimal progress have been achieved. The lack of massive success can be attributed to infrastructural gap, power failure, digital divide, low ICT literacy level, theft and vandalization of ICT equipment, privacy and security.Item AN IMPACT EVALUATION OF SKILLS ACQUISITION PROGRAMS ON WOMEN EMPOWERMENT IN GIWA LOCAL GOVERNMENT AREA OF KADUNA STATE(Dept. of Public Administration, University of Ilorin, 2017-12) Umar, Abubakar Yaru; Oyedele, Samuel Olanrewaju; Nelson, Gabriel; AbdulKareem, Abdulrazaq Kayode; Ishola, Abdulrasaq AjadiDespite the government's efforts at empowering women via skills acquisition initiatives to alleviate poverty, poverty has remained pervasive especially among women in Giwa Local Government Area of Kaduna state. This has denied them access to the basic requirements (food, shelter, clothing, education, health, etc.) necessary for a decent life and therefore leaves them at the mercy of their husbands or other male folks. This study is, therefore, an attempt to evaluate the skills acquisition programs initiated by the Giwa Local Government Area in collaboration with the state government to empower women and alleviate poverty in the area. This study adopts a survey research approach using primary data generated from both interview and questionnaires for analysis. Results showed that the programs have appreciably empowered women as the income level of a sizeable number of them have risen and they can now afford the basic necessities such as food and clothing; afford to acquire basic household items; and also afford to visit health centres for treatment when the need arises without their spouse's support. Notwithstanding, the programs are marred by poor and inconsistent funding, inadequate working tools, shortage of technical personnel and non-involvement of women in planning the programs. The study therefore recommends adequate and timely funding, engagement of qualified and experienced trainers, engagement of women in the planning and designing of the programs, provision of adequate working tools, and the provision of soft loans or micro-credit.Item THE INTERACTIVE EFFECT OF WAGES AND SALARIES ADMINISTRATION ON WORKERS' PERFORMANCE IN NIGERIA(Dept. of Public Administration, University of Ilorin, 2017-12) Akindele, Iyiola Tomilayo; Akindele, Richard Iyiola; AbdulKareem, Abdulrazaq KayodeThe study investigates the effects of wages and salaries administration on workers' performances using MTN Communication as a case study. The paper examines the attitude of managements towards wages and salaries administration. It also investigates the relationship between wages and salaries increment and employees' satisfaction and finally determined the effect of wages and salary increment on the achievement of organizational goals. Data collected were from both primary and secondary sources. Questionnaires were administered to obtain the primary data. Analysis was done using descriptive and inferential statistics such as mean scores, frequency distribution, percentages and chi-square test. The findings were that the attitude of managements towards wages and salaries administration was highly positive and supportive. Also, there was a direct relationship between wages and salaries increment and satisfactions; employees displayed satisfaction towards salary increment. Finally it was revealed that prompt payment of wages and salaries and increment as at when due leads to the achievement of organizational goals. The paper concluded that well administered wages and salaries have a positive effect on employees' satisfaction and this would bring about improvement on performances of employees and organizationItem Local Government Internally Generated Revenue And Administrative Costs: A Question Of Efficiency(UTHM Publisher, 2018) AbdulKareem, Abdulrazaq Kayode; Adejumo, Abdulhakeem; Ishola, Abdulrasaq AjadiInternally generated revenue is one the sources of revenue open to the local governments. These revenues are generated within the confines of the local government mostly through services provided to the local population. This source of revenue required some efforts to carryout such as administrative expenses like consultancy fees and stationeries. In the past, little efforts have been geared towards investigating the efficiency of revenue collection and the cost involved, as efficiency is a major criterion in the revenue collection. Therefore, this paper dwells into the relationship between the internal source of local government revenue, and the costs involved in the generation of the revenue to measure the degree of efficiency in the revenue administration. The study used survey questionnaire administered to the revenue section of local governments in North Central Nigeria to seek their opinion on the research question of whether the administrative cost of revenue impacts on the rate of revenue generated. The study applied chi-square statistical method to analyse the result of the questionnaire. From the result, where the null hypothesis was rejected shows that there is a relationship between the rate of administrative cost and revenue generated. Therefore, the study concludes that it becomes necessary for the local government to become more efficient in their revenue generating capacity due to the dwindling nature of funds from the center.
