dc.description.abstractIn every phase of housing production, there are certain key actors, known as ‘gatekeepers’. These actors decide the eligibility of applicants for housing resources such as land, title document, housing finance and residential building permit. The paper examined activities of planning institutions as gatekeepers in housing provision in Lagos, Nigeria. The number of building plans that were submitted for approval in 2006 and between May 2011 and May, 2012 were 2,695 and 2091. Between May 2013 and May 2014, 7281 residential structures were served with contravention notices, 232 residential structures were identified as defective, 1,939 residential structures were sealed for non-compliance and 16 residential structures were demolished. There is the need to review the procedure for granting access to residential building permits if the informal private sector, which is in fact the main source of housing production in the state, is to be enabled and housing stock increased.en_US
