    A Comparative Study of E-Government Evaluation of Nigeria and Singapore

    The implementation of e-government in Nigerian was made possible with the ICT revolution which started in the early 2000s. The objective was to place government services online to enable efficiency, effectiveness, transparency and accountability. The Nigerian government has contributed significant investments in e-government in recent years; however, there has been inadequate substantive study into its evaluation. Therefore, the primary aim of this paper is to assess e-government condition in Nigeria with the aid of the United Nations e-government evaluation framework in contrast with the performance of the Republic of Singapore (2008 – 2016) which is a country that rose steadily in the e-government ranking to become one of the league leaders in e-government in the world at the moment. From the results generated, it can be deduced that Singapore has reached an advanced stage of e-government while Nigeria still lags behind. Significant gaps are evidenced in the Online Service Index and Telecommunication Infrastructure Index which is an indication that Nigeria must step up her ICT infrastructure most especially in the area of broadband. Also, create a sophisticated user friendly government websites to deliver seamless services to the people.

    Achieving Food Security in Nigeria: Challenges and Way Forward

    This paper examined the challenges and ways of achieving food security in Nigeria while relying on secondary data and descriptive statistics as its methodology. The paper noted that, achieving food security has attracted national and international attention. In Nigeria, several agricultural policies and programmes have been formulated to curtail food security challenges. Despite these efforts, Nigeria is far from achieving the goal of food security owing to challenges arising from insecurity, poverty, corruption, population growth and national policies that do not promote infrastructural development, adequate funding and equal access to food for all. As such the study relying on the Public-Private Partnership theory concluded that food security can be achieved if the efforts of Government and other stakeholders such as the private sector to combat food insecurity will not only make food available but also ensure that people can consistently afford to make it ready for consumption, hence, ensuring that all the four components viz.; availability, accessibility, utilization and stability are present. The paper therefore, recommended the need for agricultural policies that will provide for a system of mechanized farming, regulate the use of chemical to prevent soil degradation, tackle insecurity which causes displacement of farmers and public-private partnership in terms of increased private sector investment in Agric sector; these without doubt will help to address the challenges confronting the agricultural sector in delivering the gains of food security in Nigeria.

    An Impact Evaluation of Skills Acquisition Programmes on Women Empowerment in Giwa Local Government Area of Kaduna State

    Despite the government's efforts at empowering women via ·skills acquisition initiatives to alleviate poverty, poverty has remained pervasive especially among women in Giwa Local Government Area of Kaduna state. This has denied them access to the basic requirements (food, shelter, clothing, education, health, etc.) necessary for a decent life and therefore leaves them at the mercy of their husbands or other male folks. This study is, therefore, an attempt to evaluate the skills acquisition programs initiated by the Giwa Local Government Area in collaboration with the state government to empower women and alleviate poverty in the area. This study adopts a survey research approach using primary data generated from both interview and questionnaires for analysis. Results showed that the programs have appreciably empowered women as the income level of a sizeable number of them have risen and they can now afford the basic necessities such as food and clothing; afford to acquire basic household items; and also afford to visit health centres for treatment when the need arises without their spouse's support. Notwithstanding, the programs are marred by poor and inconsistent funding, inadequate working tools, shortage of technical personnel and non-involvement of women in planning the programs. The study therefore recommends adequate and timely funding, engagement of qualified and experienced trainers, engagement of women in the planning and designing of the programs, provision of adequate working tools, and the provision of soft loans or microcredit.

    Assessment of Capacity Acquisition Programmes on Poverty reduction in Okpokwu Local Government Area of Benue State

    Poverty remains one of the most daunting challenges facing Nigeria and has continually remained an issue of public concern. The Federal Government of Nigeria established the National Poverty Eradication Programme to fight poverty. Despite this, poverty is still on the increase. This paper assessed Capacity Acquisition Programme (CAP) of National Poverty Eradication Programme (NAPEP) on poverty reduction in Okpokwu local government area of Benne State from 2008-2014. Specifically, the paper aimed to ascertain the extent to which the implementation of CAP has led to poverty reduction in the area. Both primary and secondary data were sourced. Data collected through questionnaire were analysed using descriptive statistics while qualitative data from interview as well as International Monetary Fund (IMF) report; National Bureau of Statistics, United Nations Development Programme (UNDP) report and World Bank report were analysed using content analysis. The hypothesis postulated was tested using the Chi-square. The paper revealed that CAP of NAPEP has not effectively reduced poverty in Okpokwu local government area of Benue state. The study concluded that CAP of NAPEP in Okpokwu local government area of Benue state is constrained by poor coordination of material resources, inadequate investment inducement seminars, inadequate micro-credit loans, lack of transparency and accountability, poor participation of beneficiaries and inadequate funding. The paper recommended that there should be effective implementation of CAP of NAPEP through adequate investment inducement seminars, access to micro-credit loans, and proper coordination of resources. The paper also recommends that, there should be adequate funding by government in order to ensure success. It is only then that effective and sustainable implementation of CAP of NAPEP in Okpokwu Local government Area of Benue State can be achieved.

    Effect of Taxable Capacity on the Internally Generated Revenue of Kagarko Local Government Area of Kaduna State

    The idea behind the creation of local governments in Nigeria is primarily, to provide essential public goods and services which have positive impact and directly affect the day-to-day lives of their inhabitants. To realise these primary responsibilities, they need viable sources of revenue and capacity to collect and administer such revenue. The capacity of any local government to enormously yield its internal revenue depends on among other things, on its taxable capacity. The problem has been that of weak tax structure, weak entrepreneurial initiative, inadequate provision of essential public goods and services, and the like. These have greatly affected their viability. It is on this note that this study was carried out to examine the effect of taxable capacity on Internally Generated Revenue (IGR) of Kagarko local government area of Kaduna state. Data was gathered from both primary and secondary sources such as the Local Government financial memoranda become. Regression analysis was used to measure the level of effect taxable capacity on the IGR and the result revealed that taxable capacity has significant effect on the IGR of the local government. The paper therefore, recommends that for substantial yield of IGR there should be organised collection of information (database) of the revenue payers through using an electronic device and their standard of living should improve.

    Taxable Capacity: A Means for Internally Generated Revenue in Kaduna North Local Government Area of Kaduna State

    Local governments in Nigeria come into existence solely to promote the standard of living of their populaces. To actualise this objective the local governments, need sound sources of revenue and capacity to collect such revenue for appropriate usage. The potency of any local government to generate colossal internal revenue depends, among other things, on the taxable capacity. It is in line with the above that this study was carried out to examine the effect of taxable capacity on internally generated revenue (IGR) in Kaduna North local government area of Kaduna state. Data was gathered from both primary and secondary sources. Regression analysis was used to measure the level of effect of taxable capacity on the IGR with the aid of SPSS version 23 and the result revealed that taxable capacity has significant effect on the IGR of the local government (statistically significant at 99%). The paper therefore, recommends that for substantial yield of IGR, there should be organised collection of information (databank) of the revenue payers through using an electronic device and the standard of living of the populace should be enhanced.
