2008 electoral reform and the Management of elections in Nigeria, 2011-2105.
(Nigerian Political Science Associaltion, 2016) SAKA, Luqman; Adebiyi, Oluwashina Moruf
The Nigerian experience as regards election management has not been so enviable. Elections conducted in post-independence Nigeria have been subjected to controversies derivable from the credibility of the electoral processes. In this regard, the role of Election Management Institutions in the Nigerian electoral process has become problematic and questionable. The perceived incapability of the country's Election Management Board, INEC to conduct free, fair and credible elections particularly in the Fourth Republic warranted the continuous call for a total reform of the country's entire electoral architecture. It is on this basis that this paper examines the impact of the recent Uwais Electoral Reform Committee report and adoption of some of the committee's recommendations on election management in Nigeria with specific reference to the 2011-2015 electoral cycle. Through a historical qualitative analysis of data gathered from secondary sources, this paper found out among others that the major challenge confronting election management institution in Nigeria is lack of independence. This paper therefore, submits that the holistic adoption of the 2008 Electoral Reform Committee Report will go a long way in reviving citizens' confidence in the country's electoral process.

(Faculty of Socisl Sciences, Federal University Oye Ekiti, 2020-03) SAKA, Luqman; ADEBIYI, Oluwashina Moruf
The conduct of credible elections in Nigeria over the years has been a major challenge. Elections held in the Fourth Republic have attracted criticisms and have precipitated violence due to perceived non-credible electoral processes. This paper examines the effects of new technology on the electoral processes and credibility of elections in Africa's democracies with particular reference to the 2015 general elections in Nigeria. To this end, the paper examines the impact of the adoption of technological innovations on the conduct of elections, the credibility of election outcome and regime legitimacy in Nigeria drawing insights from the 2015 general elections. Through an examination of data derived largely from secondary sources which includes journal articles, textbooks, reports of Independent National Electoral Commission's on elections as well as reports of national and International Election Observer Missions, Nigerian newspapers and news magazines and using the content analysis for analysing same, this paper found out that the adoption and application of technological innovations particularly the Electronic Card Reader Machine (ECRM) and Permanent Voters' Card(PVC) aided the transparency of the 2015 general elections in Nigeria and boosted the legitimacy of the government formed in its aftermath.

Political Parties and Opposition Politics in Nigeria's Fourth Republic
(College of Mangement and Social Sciences, Fountain University Osogbo Osun State, 2019-05) SAKA, Luqman; ADEBIYI, Oluwashina Moruf; BAKARE, Adebola Rafiu
One of the major roles a political party performs in a democratic system is to serve as a formidable opposition to the government in power. While political opposition is central to the operation of democratic systems and societies much has not been done about the role of opposition parties in transitional democracies like Nigeria, especially in recent time. It is on this basis, that this paper examines political parties and opposition politics in Nigeria with specific focus on the Fourth Republic. This paper has a-two-fold objectives. One, it examines the viability of political opposition in Nigeria's Fourth Republic. Secondly, it examines the challenges undermining virile opposition politics in Nigeria. Through qualitative analysis of data derived largely form secondary sources, it was discovered that political opposition in Nigeria is generally weak. The paper averred that low level of party institutionalisation in Nigeria among others is one of the factors responsible for the lack of capacity of political parties to serve as viable opposition platform to government in power. The paper recommends among others, that leaders of political parties need to engage in practices that will enhance party cohesion, discipline, and conflict management capacity.
