Item AN IMPACT EVALUATION OF SKILLS ACQUISITION PROGRAMS ON WOMEN EMPOWERMENT IN GIWA LOCAL GOVERNMENT AREA OF KADUNA STATE(Dept. of Public Administration, University of Ilorin, 2017-12) Umar, Abubakar Yaru; Oyedele, Samuel Olanrewaju; Nelson, Gabriel; AbdulKareem, Abdulrazaq Kayode; Ishola, Abdulrasaq AjadiDespite the government's efforts at empowering women via skills acquisition initiatives to alleviate poverty, poverty has remained pervasive especially among women in Giwa Local Government Area of Kaduna state. This has denied them access to the basic requirements (food, shelter, clothing, education, health, etc.) necessary for a decent life and therefore leaves them at the mercy of their husbands or other male folks. This study is, therefore, an attempt to evaluate the skills acquisition programs initiated by the Giwa Local Government Area in collaboration with the state government to empower women and alleviate poverty in the area. This study adopts a survey research approach using primary data generated from both interview and questionnaires for analysis. Results showed that the programs have appreciably empowered women as the income level of a sizeable number of them have risen and they can now afford the basic necessities such as food and clothing; afford to acquire basic household items; and also afford to visit health centres for treatment when the need arises without their spouse's support. Notwithstanding, the programs are marred by poor and inconsistent funding, inadequate working tools, shortage of technical personnel and non-involvement of women in planning the programs. The study therefore recommends adequate and timely funding, engagement of qualified and experienced trainers, engagement of women in the planning and designing of the programs, provision of adequate working tools, and the provision of soft loans or micro-credit.Item Local Government Administration and National Development in Nigeria: Challenges and Prospects(Department of Industrial Relations and Personel Management, 2017-01) Oyedele, Samuel Olanrewaju; Osezua, Ehiyamen Mediayanose; Abdulkareem, Abdulrazaq Kayode; Ishola, Abdulrasaq AjadiThe local government constitutes the most critical level of government in the move for sustainable national development. Over the years, national development has been canvassed to take off from the grassroots as the local government is widely known as a vital instrument for rural transformation and machinery for effective delivery of socioeconomic services to the people. In the light of this, in 1976, the nationwide local government reform was initiated where the local governments were saddled with more functions, responsibilities and finances. However, this development has led to wide disparity in what should be expected of the local government and what is actually happening in the local government in terms of socio-economic service delivery for national development which is the central focus of this paper. The aim of this paper is to discuss the challenges confronting the local government in carrying out its functions as a level of government as well as highlight the prospects for local government as an engine of national development. This paper has adopted a conceptual approach through the use of secondary sources of data to analyse the objective. It is discovered in this paper that the local government has lost its footing in the developmental process due to unwarranted encroachment into the administration, finance and operations of the local government by the state governments. Therefore, it is recommended in this paper that for local government to be vibrant and perform up to expectation, a constitutional amendment must be made to cede the local government away as an appendage of the state government.
