    Bureaucracy and decision making process in public organisation: University of Jos in focus

    Devising University policies is the central piece in Education management that must at alltime be delegated to people who are well acquainted with its operations as well as intendant with best practices. The top echelon must be populated by administrators who have a good mix of ‘the town and the gown’ knowledge and experience. University administration requires swift decision-making procedure, timely execution of decision made as well as effective monitoring of the execution of the decision(s) made. This is because of the peculiar business of manufacturing and dissemination of knowledge being transacted in the university which must be carried out with utmost due diligence, competence and timeliness. However, because of the sizes of Nigerian Universities, large workforce as well as complex managerial procedures which results in bureaucratic bottlenecks are in involved in decision making. This no doubt, slows down the speed with which decision are reached or executed. University of Jos is not insulated from the ill of slow decision-making procedure which of course, has affected its efficiency. This paper traces lapses in the administrative structure of the university which has resulted in bureaucratic bottlenecks. This paper adopts the triple theories of bureaucratic management, systems theory and iron triangle as framework of analysis. It adopts the secondary data analysis and archival study as the research methods; hence it relies mainly on secondary sources for data collection and analysis. The paper accomplishes that poor governance arrangements, such as the bureaucratic procedures in most public and private institution of higher education, have been associated with interrupted academic life especially in the public institutions. Hence it recommends among others that democratic styles of decision making should be encouraged so as to promote industrial harmony in the University

    CONTRIBUTORY PENSION SCHEME AND PENSION FUND ADMINISTRATION CHALL NIGERIA (2014 Pension Reform Act in Focus)

    The study mutually assesses the features, prospects and challenges of the new Contributory Pension Act enacted as an important aspect of retirement planning. To achieve this, the study adopts the qualitative enquiry while depending on secondary materials for data. The study equally juxtaposed in terms oj principles and core values the new pension scheme with the past pension schemes. The values of the scheme are ideally laudable and superior to those of the past schemes, giving that the scheme consolidated loopholes in the previous schemes especially in creating a uniform system of pension administration i and public sector. In this light, the National Pensions Commission (PENCOM), which regulates the two principal agents in the new pension scheme: Pension Fund Custodians (PFCs) and Pension Administrators (PFAs) should determine to be anti-corrupt, so as to be able to regulate the activities PFAs, more so, with zero tolerance for any form of financial misappropriation. The study found throwing tantrums to the government for enacting The Pension Reform Act (PRA) 2014, the Act is facing sensitive challenges that has impeded on the actualization of its initial goals. The study found that silent about the pension of organizations with a workforce of 3-14. Secondly, it was found that pension and gratuity are not mutually exclusive in the CPS 2014.

    Executive-Judiciary Conflict in Nigeria's Fourth Republic: Implication for Democratic Consolidation

    Nigeria has being faced with numerous challenges since her return to civil rule on the 29 of May, 1999; while some of these challenges are carried over from the military era, a few are new and as such are linked with the new democratic regime in the country. Peculiar attention has being taken by issues of inter-governmental conflicts as well as conflicts involving various arms of government. States machineries have at some times being grounded on the bases of tortuous conflicts between the three arms and tiers of government alike. Of particular interest is the issue of disharmony and conflict involving the arms of government especially the executive and judiciary arms of government. The long period of military occupation of the national political space provides an explanation for this ugly trend. This trend has often time thrown spanner into the wheel of democracy and its consolidation, thereby, taking the country several steps backwards in her journey towards effective governance and democratic consolidation. The paper while relied on secondary data collection methods; it adopts the theory of checks and balances as framework of analysis .The paper seeks to examine conflicts that involve the executive and judicial arms of government in the Nigeria's Fourth Republic democratic experiment. The study provides an in-depth analysis into the causes of such conflicts and its effects on democratic consolidation of the Nigerian nascent and fledgling democracy. It however goes further to offer solutions to stem such ugly trend.

    Free Press and Good Governace in Nigeria: A Review of Muhamadu Buhari Administration

    Taking explicitly into cognizance 20 years of uninterrupted democracy in Nigeria after the return of democracy in 1999, this paper seeks to explore, as well as analyze the continuous abuse and onslaught by the Nigeria government officials on media practices. This paper while relying on secondary sources reveals that ever since the transition from the military regime to a democratic government, in spite of the expectation that the level of harassment and abuse on the media should have been a thing of the past; rather , the trend has continued unabated, especially under President Muhammadu Buhari led administration. Noting from the relationship that exists between a free media and good governance, assessing the administration of President Buhari with instances that are verifiable, and with the fact that good governance is a sine qua non for development and growth in fledgling democracy such as Nigeria's, it is not yet time to celebrate for Nigerian press and Nigeria. This paper recommends that the Nigerian government should make laws that would protect as well as give leverage to the media to carry out its responsibility without fear of intimidation and harassment.     Freedom of Information Act and accountability in public sector output in Nigeria

    The most talked about Freedom of Information Act was passed a few years earlier, to encourage, improve and advance our perilous democracy. The Act (which is an addition of Section 39 of the Constitution of the Federal Republic of Nigeria), was engaged into law on 28th May, 2011 by the former President Goodluck Jonathan government. The drive of the Act is to create public proceedings and materials more freely accessible, afford for public access to public records and material, guard public records and information to the scope reliable with the public concern and the defense of delicate privacy, protect serving public officers from hostile penalties for revealing certain types of authorized information devoid of endorsement and institute procedures for the attainment of those goals. The Act advanced means of receiving access to registers by Court, resources and documents underneath the security cataloging. The basis of a rigorous democracy comprises accountability of the Government and its organizations. Accountability is a vital factor for the running of our political structure, as accountability means that those who are accused with conscripting and or carrying out strategy should be indulged to give clarification of their activities to their people.     Intra-Party Conflict and Democratic Consolidation in Nigeria's Fourth Republic: A Review of All Progressive Congress(APC)

    Political activities in Nigeria Fourth Republic was hitherto dominated by People Democratic Party for sixteen years. The party, for four uninterrupted general elections continually won the presidency and was able to secure comfortable majority in both Houses of the National Assembly. Majority of the states were under the control of the Party while opposition parties scrambled for few seats at the parliament and they managed to win few states. The domineering posture of PDP was however truncated in 2015 by all Progressive Congress (APC); a conglomeration of four leading political parties that merged in 2014 and late a faction of the then ruling party- PDP consisting of five state governors. APC from inception has had a fair share of intra-party conflict that has threatened the survival of the party. It is against this background that this paper, relying on qualitative method, sought to interrogate the causes of intra-party conflict within the fold of the APC and its attendant impacts on Nigeria’s young democracy. Going by the unavoidable yet, important functions party performs in a democracy, the paper provided a number for recommendation to forestall a slip into the ugly past of political violence caused by intra-party conflict.

    Modern democracy can only be made possible through the instrumentality of representation that is provided by the legislature. Presidentlalism however offers to a very large extent the full operation of principles of separation of powers and checks and balances. In the course of these arms of government performing their constitutional functions, chances are high that conflict would arise especially between the legislature and the executive. The Nigeria s Fourth Republic experience has being dotted with series of inter-arm conflict between the executive and the legislature. This phenomenon has not provided the needed grounds for the consolidation of Nigeria s democracy. It is against the backdrop that this paper investigated the causes of conflicts between the executive and legislature; and the impacts of such conflicts on democratic consolidation of Nigeria s Forth Republic. The study relied on secondary sources of data for review. The study however discovered that harmonious and peaceful working relationships between the executive and legislature is but most necessary factor for democratic consolidation. It concluded by emphasizing the importance of legislative- executive cordiality as the most important factor to ensure the engendering of good governance, democratic dividends as well as consolidating the nascent Nigeria’s democracy. It went further by offering as suggestions for the strengthening of democratic institutions and structures as well as continuous capacity building and training for members of both arms as possible escape route for damaging inter arm conflict in Nigeria Forth Republic democratic experiment.

    Murdering democracy and thwarting people's will through intra-party conflicts in Nigeria: Lessons from Zamfara APC crises (2018-2020)

    One of the cardinal principles of democracy is 'majority rule ' which confers the right of governance on the majority of the people through an elected government on the platform of political parties. Since the return to democracy in 1999, the Peoples. Democratic Party (PDP) has never controlled the government structures in Zamfara State except when Shinkafi Mahmuda decamped to the party. The state is currently in the hand of PDP-a party that Zamfara people never gave their mandate. The papers traced and concluded that the depravation of Zamfara people of being governed by the All Progressives Congress (APC) the party they voted during the 2019 general election was due to the protracted crises within APC in the state. It relied on secondary data sources in arriving at these findings. The paper however concluded that intra-party conflict is harmful to the democratic development of Nigerian state. It recommended the adherence of party leaders and members to party rules as well as the strengthening of the country's institutional and political structures as a possible escape for future occurrences.

    Non-State Actors Against Kidnapping In Nigeria

    Abstract Nigeria is daily confronted with insecurity—banditry and kidnapping among others. In spite of different state's efforts to reduce the problem, one will notice an obvious increase in cases of kidnapping across the length and breadth of the country. Against this backdrop, the study seeks to assess the efforts and effectiveness of the Non-State Actors (NSAs) to rise up to challenges of the security in Nigeria. In this case, civil society groups have played important roles in public education, policy advocacy and hostage negotiation, while vigilante groups are involved in the fight against kidnappers and rescuing of hostages. This chapter relies on data generated through the secondary method with interpretative method of qualitative data analysis. Accordingly, it is observed to be in Nigeria's overall interest to embrace collective efforts of both state and non-state actors in combating insecurity. Regardless of the efficiency of NSAs in combating kidnapping and other criminalities, however, state security forces must be re-organized, re-oriented and re-equipped to take on their tasks, as over-reliance on vigilante group is a ticking time bomb.

    Proliferation of political parties and challenges of election management in Nigeria’s Fourth Republic

    Multi party democracy offers the citizens a wide range of choice during elections. Political parties have as their main aim, the opportunity to dislodge and replace the party in government; this they do by offering themselves as credible alternatives to the government in power by criticizing the policies of the government, pointing out its flaws ,educating the citizenry and mobilizing them for elections. This noble aim is discovered not to be the driving force of most political parties in Nigeria. They are more interested in offering themselves (for a fee) as brokers between the main parties (especially those in government) and the electorate. Political parties in the Nigeria s forth republic are discovered to be non ideological but mercantile and rent-seeking inclined. Most of them are cosmetic in outlook and mercantile in operation. The over-bloated number of political parties(91)in the Nigeria s forth republic poses a daunting challenge for effective and timely election management; beyond this, the phenomenon constitute a huge drain on the country s finances as the cost of elections continue to skyrocket proportionately with number of parties in the forth republic. Presidential electoral fortune has always oscillated between 2 main parties while 4 others have won few seats in the parliament. Analysis of presidential and parliamentary elections show that 3 main parties have always won over 95% of votes and seats leaving all others with about 5% . Owing to the continuous abysmal performances of the parties during elections as well as the challenges to effective election management, pruning the number to a manageable size is inevitable. The election management body requires constitutional re-strengthening to enable it carry out the pruning as previous efforts have being voided by the law court. The paper relied on secondary data for analysis, while adopting the rational choice theory as the framework of analysis.     National development has been linked to the dual concepts of accountability and transparency, such that the former rests squarely on the strengths of the two. Any country desiring development must inculcate the acts of subjecting the holders of public offices to continuous public scrutiny while also granting unrestricted access to the public to check her books at any time. Public office holders must also inculcate the habit of rendering accounts of their stewardship periodically to the public. The paper traces the origin of the concept of accountability, with a cursory look with its types and forms; and provides a vivid explanation for its closeness with transparency especially in the context of national development. The exploratory technique was employed while relying on secondary data sources for analysis. It concludes that effort towards national growth will only yield positive results only when government businesses are conducted with openness and answerability to the public. Strengthening of laws and government structures, mechanism of control for anti-graft agencies and deliberate political will to put the Freedom of Information Act in to work among others are recommended.

    Youths Participation and Governance in Nigeria

    The paper explored secondary and empirical sources of data through qualitative methods while adopting Gabriel Almonds theory of structural functionalism as its theoretical underpinning. The paper posited that youths play a decisive role in Nigeria's socio-political development however, the retrogressive participation and nonchalant attitude of youth in the fourth republic on politics and governance stalls the Nigerian developmental process. This is because the youth population have been relegated and reduced to thugs and violent merchants by the governing elite class. It is against this backdrop that this paper studies the realities of youth participation, governance and the development of the Nigerian state in the fourth republic. The findings of the study reveal that it is unlikely to actualize good governance without an active youth force. This in retrospect is because of the fast liberalizing and globalizing world. The paper argued that social factors like unemployment, illiteracy, deficit of trust in the system, corruption and poverty are germane factors that inhibit youth participation in politics and governance. The study recommends among other things that the implementation and the practicality of the "not too young to rule" act should favor all Nigerians regardless of a person's class or ethnicity
