    AN APPRAISAL OF THE ROLE OF PROMOTION IN THE PERFORMANCE OF CIVIL SERVANTS IN THE KWARA STATE CIVIL SERVICE

    Promotion is significant if workers are to be motivated towards greater performance. It is against this background that this study appraises the role of promotion in the performance of civil servants in the Kwara State civil service. A survey design was adopted and data were obtained from both primary and secondary sources. A multi-stage sampling technique was adopted utilizing purposive, simple random and proportional sampling techniques. Purposive sampling technique was used in selecting a total of seven ministries and one agency, and 250 respondents were randomly selected and close-ended questionnaires were issued but 222 were retrieved. Data collected was organized and analysed into tables and percentages. The analysis was done through Statistical Package for Social Sciences (SPSS) Version 17.0. Pearson moment correlation coefficient was used to test the hypothesis formulated; decisions of significant relationships between variables were based on 5% (0.05). Expectancy theory of Victor H. Vroom was adopted because it has a direct link on the influence of promotion on performance. The findings revealed that level of commitment/performance of civil servants to work will increase when promoted. However, the benefits accruing from promotion is not paid as and when due, even arrears are not paid. The study also revealed that there is a strict adherence of the criteria for promotion. Furthermore, the research revealed that promotion remains a factor that enhances performance. The study therefore concludes that, promotion remains a yardstick for enhancing performance but if promotion is denied, it demoralizes that working sense of the civil servants. It is recommended among others that, there should be prompt payment of entitlements and other benefits to the workers especially when they are promoted as it will encourage them to greater performance.

    Assessment of Capacity Acquisition Programmes on Poverty Reduction in Okpokwu Local Government Area of Benue State, Nigeria

    Poverty remains one of the most daunting challenges facing Nigeria and has continually remained an issue of public concern. The Federal Government of Nigeria established the National Poverty Eradication Programme to fight poverty. Despite this, poverty is still on the increase. This paper assessed Capacity Acquisition Programme (CAP) of National Poverty Eradication Programme (NAPEP) on poverty reduction in Okpokwu local government area of Benue State from 2008-2014. Specifically, the paper aimed to ascertain the extent to which the implementation of CAP has led to poverty reduction in the area. Both primary and secondary data were sourced. Data collected through questionnaire were analysed using descriptive statistics while qualitative data from interview as well as International Monetary Fund (IMF) report, National Bureau of Statistics, United Nations Development Programme (UNDP) report and World Bank report were analysed using content analysis. The hypothesis postulated was tested using the Chi-square. The paper revealed that CAP of NAPEP has not effectively reduced poverty in Okpokwu local government area of Benue state. The study concluded that CAP of NAPEP in Okpokwu local government area of Benue state is constrained by poor coordination of material resources, inadequate investment inducement seminars, inadequate micro-credit loans, lack of transparency and accountability, poor participation of beneficiaries and inadequate funding. The paper recommended that there should be effective implementation of CAP of NAPEP through adequate investment inducement seminars, access to micro-credit loans, and proper coordination of resources. The paper also recommends that, there should be adequate funding by government in order to ensure success. It is only then that effective and sustainable implementation of CAP of NAPEP in Okpokwu Local Government Area of Benue State can be achieved.

    This paper examined the concept of poverty a threat to democratic governance. Poverty (a social problem) as observed in this study, is a great hindrance to democracy. To this extent, the problem of poverty needs to be addressed if true democratic governance is required. It is worthy of note that, the only form of government that guarantees sustainable economic development is democracy and in order to achieve this, the governance issues must resolve the problems of corruption, lack of commitment to the nation’s service, agricultural sector and poor state of infrastructural facilities.

    CHALLENGES AND PROSPECTS OF DEMOCRATIC CONSOLIDATION IN NIGERIA (2010-2014)

    The current democratic dispensation in Nigeria was launched again in 1999 leading to the emergence of the fourth republic. This came after a long time of despotic military rule in the country. Democracy was highly embraced by all with expected hope that it will deliver good dividends and socio-economic development. Democracy was equally welcomed in Nigeria with high expectation and enthusiasm since it has the capacity of ensuring political stability and socio-economic development. But this soon dashed as the political landscape of the nation was turned to a ‘battle ground’ not for national survival but for extending self-centric and elitist agenda. The system today lacks an agenda for the masses and their rights terribly suppressed. Instead of peace, stability, development and an egalitarian society, the nation is now characterized and marred by insecurity and political instability. In other words, not far into the fourth republic, the body polity became over heated by lots of challenges ranging from electoral malpractices, inter and intra-ethnic rivalry, religious crises and insecurity (Boko Haram) and weak democratic institutions in Nigeria. The objective of this paper is to examine the various challenges and prospects of democratic consolidation in Nigeria 2010 to 2014. The paper uses secondary sources of data gathering and qualitative mode of analysis. The paper found that ethnoreligious factor, absence of a true federalism, poverty, insecurity, corruption among others were the major challenges of democratic consolidation in Nigeria. The paper concludes that democratic consolidation can only be achieved in Nigeria when citizens freely and fairly elect their leaders such that those so elected owed their elections to the people and not to a cabal who stays in hidden places to write election results. Not only that, citizens will be willing and perhaps eager to support democracy if the political elites rise above class self seeking, corruption and give primacy to citizens’’ needs. The paper recommended that only discipline and subduing the dictatorial tendencies of Nigerian leaders and the encouragement of uninterested, sceptical and unconvinced, politically apathetic citizens to embrace constitutional democracy. In other words, the nation will be able to consolidate her democracy.

    COMMUNITY BASED ORGANIZATIONS (CBOS) AS AGENT OF GRASSROOTS PARTICIPATION AND DEVELOPMENT IN KWARA STATE

    The failure of governments' top-down approach and lack of involvement of the people at the grassroots in the bottom-up strategy have weakened the confidence of the public in local authorities. Consequently, communities therefore seek solace in indigenous institutions, which pressurize governments for attention to development problems in their communities. As agents or partners in grassroots development, this paper therefore assesses the self-help efforts of the Community Based Organizations in Kwara State using the theory of participatory development. The paper found that between 1999 and 2008, a total of seven hundred and ninety-five (795) development projects were provided by the community based organizations at an aggregate total cost of two hundred and twenty-six million, six hundred and ninety thousand, five hundred and seventy-seven Naira, eighty-three Kobo (N226,690,577.83). The paper also found that the successful planning and implementation of community development projects by the Community Based Organizations in Kwara State has been hampered by a number of problems such as financial constraints, lack of adequate manpower, unfavourable government policy among others. The paper therefore recommends that government at the local level in particular should assist the community based organizations in monitoring their projects, come up with community-friendly policies and set aside at least 2.5% of their annual budgets as grants to community based organizations.

    Corruption has become so endemic and phenomena in Nigeria that it is now possible to talk of the political culture of corruption. It is such that even in comparative ranking; Nigeria has always ranked among the league of the five most corrupt countries and at times, topping the list. Apart from the fact that it retards investment and economic growth, the problem of corruption has far-reaching destructive impact on Nigeria’s political system. It is also antithetical to democratic consolidation. Indeed, corruption can distort the entire decision making process on investment. Projects and other commercial transaction, and the very social and political fabrics of society. This paper attempt to highlight effects of past corrupt leaders of Nigeria on the national development of the country.

    The world of the manager has changed significantly since the 1980s. When reorganisation was discussed in the 1980s, it was the manager who doing the re-organizing and the blue-collar and clerical staff who were re-organized. Somehow, the 1990s has been different. The New World, for good or evil is about professionalism and the new gurus are concerned with teamwork and empowerment. Empowerment in this New World is about increased efficiency and its output. The keyword for the facilitation of this new thinking is empowerment and the morality or indeed prudence of such a process is a very hot political issue in current management thinking. This paper is divided into four sections, Section One deals with the introduction, while Section Two deals with the concept empowerment. Section Three discusses in details the principles and techniques of fostering empowerment in organisation while Section Four concludes the study.

    THE LIBERAL PERSPECTIVE OF GLOBALIZATION: A CRITIQUE

    The central argument of this article is that globalization is essentially the universalization of capitalism. This position is developed as a critic of the fundamental assumptions of protagonists of globalization who in their liberal interpretation of the concept posit that trade liberalization, deregulation, minimal government participation in the economy and foreign direct investment would increase the chances of prosperity in globalized world. The paper argued that globalization connotes with a form of inequality and marginalization. As a concept, it means stupendous wealth for few (western industrialized countries) and shrinking poverty for the majority (the third world countries). Although an outstanding development in human history, the nature and character, purpose and design of globalization are all intended to pave way for global capitalism.

    THE SOCIAL CONTRACT THEORY OF THE STATE: A CRITIQUE

    The origin and development of the state have attracted a great deal of attention of practically all the important political thinkers. Like the other concepts in political theory, important changes are reflected in the understandings of the nature of the state with the changes in the political order and the advancement in the other areas of human knowledge. The social contract theory in the 17th and 18th centuries introduced a radical departure in analysing the relationship between the ruler and the ruled, challenging the traditional divine right theory by arguing that the ruler and the ruled are two parties of the agreement and as such essentially equal. However, 20th century political thinkers have rejected and criticised the claims of the social contract doctrine for its historical ambiguity unfeasibility and defective logic.
