    Herdsmen Attacks and the Challenge of Rural Development in Different Geo-Political zones of Nigeria

    Another security challenge that has reared its ugly head over the years is the Herdsmen attacks on rural communities of Nigeria. The Herdsmen attacks have been experienced in different parts of the country by farmers and others alike. Though it is of high magnitude and highly destructive in recent years, the issue with the Fulani Herdsmen attacks like some other violence has its security implications. Lives and property are being destroyed virtually on daily basis by the attacks traced to the Herdsmen. The main objective of the work is to examine issues of herdsmen attacks and their impacts on rural development in Nigeria. The specific objects are to examine challenges of herdsmen attacks on rural development in Nigeria; examine the causes of the attacks by herdsmen; and elucidate on the tactics employed by herdsmen in launching attacks. The research work made use of the Frustration-Aggression theory. The methodology of the research work is qualitative. This involved the use of secondary sources of data like textbooks, journals, and newspapers. The paper found out that herdsmen have embraced violence in their day-to-day interactions with other people. The paper also realised that herdsmen attacks are usually grievous in nature with the use of sophisticated weapons. The paper recommends that both federal and state governments should look into the issue of drought and dessert encroachment, particularly in the North-East and North-West Geo-Political Zones. It also recommends that law enforcement agencies should be provided with necessary equipment in order to effectively protect the borders.

    Internal Displacement and its Implications on Nigeria’s Democratic Process

    The increase in the number of internally displaced persons (IDPs) globally on daily basis has generated a lot of concern among governments of the different countries concerned. In Nigeria, the number of IDPs is on the increase due to insurgency, banditry, conflicts and flooding. The main objective of this study is to examine internal displacement in Nigeria and how it affects the democratic process. The study was anchored on the Democratic Participatory Theory. The study is qualitative and, as a result, utilised the secondary sources of data. It was found that factors like armed conflicts and natural disasters were responsible for internal displacements in Nigeria. It was also revealed that internal displacements affect the electoral process in such areas like voting and lack of opportunity to make informed choices. The paper concludes that internal displacement is an unpleasant situation that impacts negatively on the electoral process in Nigeria. It recommends that leaders at different levels in Nigeria should stop promoting conflicts among different ethnic groups in the country so as to ameliorate the menace of internal displacement.

    Local government and rural development: a comparative approach between French and Nigerian local government systems

    Globally, local government has become an important aspect of modern political system. The fact that local government has become an important tier of government especially in a federation cannot be over emphasized. The relevance of local government in unitary states has also become noticeable. "In reality, even modern state combine features of both decentralization and centralization. What happens in practice is that each country seeks to maintain a balance, taking into 1 accounts historical, economic, and cultural realities" (Adamolekun, 2005: 51).   The institutions of local government vary from one society to another and the various societies have adopted different names for this important tier of government. Its relevance in the scheme of things has also necessitated the comparison of the various systems. This apart from promoting scholarship will also enable countries to see how they can improve on their own Local Government System. It is not an overstatement that "local government system in Nigeria has been in a state of flux for quite some time now and up till now, it does not appear that a permanent structure has been achieved" (Fajobi, 2010:3). France, on the other hand, has an improved "local authority system over the years. This is to the extent that France, with 36,583 communes has more units of local government than the rest of her common market (EEC) partners put together." (NOUN Course Guide, 2006: 146). It suffices to say that local government in France is well organized, notwithstanding the enormous number of units.
