    Assessment of factors affecting the performance of Civil Servants in Kwara State, Nigeria.

    Performance is very important to management of any organization. It helps management to ascertain whether their organizations are improving, deteriorating or stagnant, this is with a view to improving on its services for the enhancement of its survival and growth. Nigeria has been trying to put in place different strategies to motivate civil servants to perform its statutory responsibilities. However, there is no better and ready instrument available for government to influence the moral tone of the civil servants. It is against this background that this study assesses the factors that affect performance of civil Servants in Kwara State Civil Service, Nigeria. A survey design was adpted and data were obtained from primary and secondary sources. A multistage sampling technique was adopted utilizing purposive and simple random sampling techniques. Purposive sampling technique was used in selecting a total of seven ministries and one agency, and 250 respondents were randomly selected and closed ended questionnaires were issue but 222 were retrieved. Data collected was organizes and analyzed into tables and percentages. The analysis was done through Statistical Package for Social Sciences (SPSS) version 17.0. Pearson Moment Correlation Coefficient was used to test the hypothesis formulated; decisions of the significant relationship between variables were based on 5% (0.05). The findings revealed that salary and allowances, job security, promotion, training, increased responsibilities, authority and accountability affects performance of the civil servants in Kwara State. the study also revealed that promotion is a motivator of performance. The research also found that civil servants would be impressed and encouraged to perform when they are promoted as at when due. The study established that civil servants were adequately trained to enhance their performance. The study therefore concludes that, promotion and salary increment are the major factors that affect performance of civil servants. Hence, it is recommended that, there should be prompt payment of salaries and allowance to the workers especially when they they are promoted as it spur them to greater performance.

    Evaluation of planning strategies for development administration

    For any country aspiring development, there must be robust plans that will lead her into the Promised Land. Since Nigeria got her political independence in 1960, efforts have been made by political leaders, both the military and civilian government, to introduce a lot of planning strategies to achieve national development. These include the short-term, medium and long-term planning, such as the five year plans, rolling plans and vision 2010, 2015, 2020, SEEDS, NEEDS and even the transformation Agenda. The features of these plans were centred on poverty reduction, unemployment, national integration, political and economic self-reliance, rural-urban development and agricultural development; but the problem here is that little or nothing was achieved among these plans. Why? Findings of this study revealed that lack of political will, corruption, and lack of data bank, insufficient machinery and technology to take care of the programmes were responsible for failure. It therefore proffered some solutions to ameliorate the problems encountered in the implementation of the plans. The paper adopted qualitative research method and relied on secondary data from textbooks, journals, and the internet.

    Inter-tier power relations in Kwara State: An overview with Ilorin West, Moro and Oyun Local Government.

    Local government is the third tiers of governments that are saddled with responsibility to cater for the inhabitants of the grass root and to promote this, the constitution recognizes the inter-tier relations among the organs of governments but yet the poor performances of the local government still persist. To achieve quality service delivery, this study examined the relationship between the state and local governments on health care series delivery. This study realized that the power relation affects the local government performance as a result of inability of the constitution to state clearly the political power of the local governments to act as independent organization. The study adopted qualitative and quantitative methods of analyzing the data collected in respect of the power relations between Kwara State and local governments on health services delivery. The study recommended that the autonomy should be given to the local governments to act independently.
