    ASSESSMENT OF INFRASTRUCTURAL SERVICES PROVISION BY THE FEDERAL GOVERNMENT IN THE SOUTH EAST GEO-POLITICAL ZONE AND IMPLICATIONS FOR RESTRUCTURING

    Abstract The lop-sided infrastructural architecture in many geopolitical zones in Nigeria since the enthronement of President Mohammadu Buhari administration in 2015 seemsto be one of the main causes of the current political agitations and secessionist movements calling for restructuring. Notwithstanding the provision of the nation's constitution that guarantees true federalism with equity, justice, and fairness, many people, especially in the Southeastregion of Nigeria have alleged favoritism and marginalization in the provisions of some basic infrastructuralservices. The paper examined the nature of infrastructuralservices provided in this geo-political zone (south east) in comparison with other geopolitical entities in Nigeria and its implications to political restructuring. The qualitative method of data collection was employed with In-depth Interview (IDI) as the major instrument although complemented with secondary sources The Equity Theory and Spatial Inequality Theory formed the theoretical framework of the study. Findingsfrom the study revealed that the southeast geo-politicalzone has been marginalized in infrastructural services distribution which the respondents attributed to ethnicity and religious differences. The respondents did not consider resources derivation as an attributable factor but agreed generally that the refusal of the zone to vote massively for the ruling government in 2015 and 2019 general elections respectively accounted fortheir ordeal. Given these revelations,some recommendations were made geared at embracing equity, justice, and fairness in infrastructural services distribution which will also douse the current tension forrestructuring

    Cigarette smoking disorders among adolescent students in nigeria tertiary institution:

    Tobacco intake in form of cigarette smoking is detrimental to human health. It has been estimated that about a third of the world's population, aged 15 years and above, are smokers. Tobacco is made of nicotine substance which is harmful to smokers who indulge in cigarette smoking. Evidence suggests that psychosocial, biological and genetic factors all play a role in nicotine addiction. And it is strongly related to many chronic diseases which includes coronary heart disease, stroke, chronic obstructive pulmonary disease (COPD), asthma, rheumatoid arthritis and osteoporosis. In spite of these health risk challenges, adolescents still derive pleasure in smoking tobacco with little or no idea on the consequences of cigarette smoking due to certain factors that militates their interest into cigarette smoking and this includes peer pressure, family background and environmental consequences. This article therefore examined the problems associated with cigarette smoking among students of tertiary institutions in Nigeria; it highlights the health risk of tobacco products and explains the nicotine intake disorders among adolescents. In a bid to foster understanding to this dreadful act, it recommended that, Nigeria government, the civil society organizations, every health professionals and social workers alike should be involved in the struggle to reduce increasing level of tobacco intake through consented effort and control measures

    Drug Intake Among Teenagers in Nigerian Primary and Secondary Schools:

    Abstract The study examined drug intake among teenagers in primary and secondary schools in Nigeria and the challenges posed to school social worker in the processof handling this ugly trend using Ilorin metropolis as a case in point. The study relied purely on primary data (quantitative and qualitative) collected from pupils/students, teachers and other staff attached to both public and privately owned primary and secondary schools in Ilorin metropolis. Findings of the study revealed that the major drugs commonly abused by teenagers include tramadol, methamphetamine, marijuana/cigarette, codeine and others. It was also revealed from the study findings that peer pressure, bad parenting, economic challenges/hardship, unconducive school environment amongst other were the major precipitating factors. The study revealed that the application of social work interventional approaches/techniques and skills (counselling advocacy, teaching, mediation, coordination and others) have been highly relevant in stemming down the wave of this social malice meddling with the future of Nigerian youths. The study recommended the need for every primary and secondary schools to have social workers and a clinical centre established in each school.

    Exploring the socio-economic challenges and wellbeing in the post-retirement life of older people in southeast zone of Nigeria

    he study examined the socio-economic challenges and wellbeing in the post-retirement life of senior citizens in the southeast zone of Nigeria. The study was purely qualitative and utilized the Focus Group Discussion (FGD) in collection of data from 64 participants (60 years and above) who were purposively chosen from four council areas of Ebonyi and Enugu state, southeast, Nigeria. The ecological system theory formed the theoretical linkage. Participants’ view revealed that life after retirement in Nigeria has become shrouded with suffering, financial hardship and poverty as none of the participants do not have arrears of unpaid pension entitlement to claim. It was revealed that as a result of the meager nature of pension and delays in payment, retirees find it difficult to cope with their socio-economic obligations which ultimately affect their wellbeing. Participants attributed the situation to government’s insensitivity on wellbeing of older persons and the increasing rate of corruption among the ruling class. The study therefore recommended among others, the need for a policy reform in Nigerian pension industry that will enable social workers and other human service professionals/ stakeholders in both public and private sectors to ensure that life after retirement blossoms out instead of being seen as a death trench.

    Participation of Older adults in community development programmes and projectsin Enugu State

    Abstract Demographic changes have turned out a larger number of people surviving into old age in many societies, particularly in sub-Saharan Africa. In contrast, in their comunmunities community development programs, these older adults have tended to be disempowered, structurally dependent and exchaded in public services This study tries to evaluate the involvement of older adults in community development programs and projects in Enugu State, Southeast, Nigeria, against this background. The ageing theory of the social environment has been adopted as the theoretical orientation. In addition, the multi-stage sampling techniques were used during the questionnaire and interview guide. Data collected from the questionnaire were analyzed statistically using simple percentages and frequency tables while IDI information was analyzed thematically. Study findings showed a low participation of older adults in community development programs in the state of Enugu. A higher percentage of respondents attributed these older people's low participation in development projects to their diminishing physical and financial capital (62.1 percent and 70 percent respectively) and low social interaction performance (56.3 percent). The findings of the study also showed that some cultures limit youth participation as part of their culture. Similarly, the presence of older adults in the nation's political events distracts their focus from making meaningful contributions as many of them live outside their neighborhoods. The study put forward some recommendations, including the need to address preferences such as socio-economic status, cultural restrictions and other policy issues.

    Perceived View of Police- Public Cooperation in Combating Child Trafficking in Ilorin Metropolis, Kwara State

    Abstract Trafficking in persons has become a perennial problem in the contemporary world and also seems to have affected the sustainable development goals of many nations in Sub-Saharan Africa. This modern-day slavery is now a pandemic and a security threat to human existence. The study examined the overall perception of people in Ilorin metropolis of North Central Nigeria on the extent to which public-police cooperation had contributed to combating this heinous crime. The Procedural Justice Theory initiated by Thibaut and Walker in 1975 was used as the theoretical orientation. Equally the study adopted a cross-sectional survey research design with a structured questionnaire and an in-depth interview Guide using 132 respondents (for questionnaire) and 18 participants (for in-depth interview). Data collected were coded and analyzed using descriptive statistics and a chi-square test of significance. While In-depth Interview was transcribed and thematically done. Findings of the study reveal that there was a significant relationship between socioeconomic status and perceived view of people in police-public cooperation in combating child trafficking (x2= 16.69, df = 2, p < 0.05). Also, there was a significant relationship between place of residence and perceived view of people on police-public cooperation in combating child trafficking (x 2=22.15, df=2, p<0.05). Findings also reveal that educational attainment is a critical factor that provides the impetus for police-public cooperation in the fight against child trafficking in Ilorin (x= 9.25, df = 2, p < 0.05). In addition, corruption and institutional weaknesses in police organization and government were found to have posed a threat to effective police-public cooperation in the war against child trafficking in Ilorin metropolis. The study, therefore, made some recommendations which include the need for synergy among governmental agencies and stakeholders to provide a better quality of life for Nigerian citizens and total overhauling of the Criminal Justice System. Again, security studies should be incorporated into the curriculum of Nigerian primary and secondary schools and become a general study course in all tertiary institutions.

    PUBLIC PERCEPTION OF WOMEN EXCLUSION IN POLITICAL REPRESENTATION AND APPOINTMENTS IN ENUGU STATE

    Abstract Women inNigeria seemto constitute more than fifty percent ofthe population, yet they are relegated to the background. They seem to have occupied the backseat in the mainstream political process, representation and appointments compared to their male counterparts especially inEnugu state. For a nation to grow and develop, women must be actively involved in governance. This paper examines the public perception of women exclusion in political representation and appointments in Enugu State. Qualitative methods such as interview and Focus Group Discussion (FGD) were employed to gather information from participants of 18 years and above across the three senatorial zones of the state. The liberal Feminist Theory was adopted as the theoretical framework. Data collected were transcribed and analysed thematically. Results show that cultural expectations, religion and socio-economic status(income)have been the causes of women's political timidity in Enugu state. Findings also show that educational level, residence, fear of being initiated into occultic associations, night meetings, use of thuggery in election and others tend to scare women from seeking political appointments or elective positions. The paper however recommends among other things an effective sensitization of women to take more visible roles in politics, building synergy with key politicalstakeholders and laying more emphasis on women education.     Unemployment and youthrestiveness in Nigeria: Implications for transforming the economic sector

    The paper examined the issue of unemployment and youth restiveness in Nigeria and the need for government and all stakeholders to rise up to their responsibilities in reshaping the economy and make the country a better and safer place. The increasing spate of unrest, insecurity, mass protest, demonstration, killings, looting, kidnapping, wanton destruction of properties and other social vices going on in Nigeria since the onset of democratic government in the country are not unconnected with unemployment. The paper relied more on review of relevant literature using internet, text-books, conference papers and policy documents. The paper painstakingly highlighted the nature and magnitude of unemployment in the country between 2011-2020 and the associated consequences/ such as mass uprising and protests. It further discussed the precipitating factors underlying the unemployment rate in Nigeria and then the implications to transforming the real sector of the economy. The author recommended among others, that the government should recognize the school curriculum towards vocational/skills acquisition that will enable youths become self-employed after completion of their educational programmes

    Women and Undue Exclusion in Paid Employment in Ilorin Metropolis, Kwara State, Nigeria: Implications for Social Work Practice

    The study examined the broad issue of women exclusion in paid employment in Nigeria with Ilorin metropolis as a reference point. Despite several progressive actions undertaken by women movements and international bodies including the African Union to address women marginalization in employment opportunities, the males continue to predominate. The study relied on primary data (structured questionnaire with open and closed ended items) collected in three council areas of Ilorin metropolis, Kwara state. Findings of the study revealed that the cultural system of patriarchy and unsubstantiated religious beliefs have become highly embeded in almost every spheres of our lives that women are seen as secondary feathers. The study findings also revealed a significant association between educational level and women exclusion in paid employment (χ2=17.82, df =4, p <0.05 ). Similarly, there was an evidence of significant association between marital status/quality and women exclusion in paid employment in Ilorin metropolis (χ2=17.23, df =4, p <0.05 ) .The study therefore concludes that there should be a comprehensive policy review and strict adherence to issues related to the elimination of women marginalization in employment and other areas of economic activities
