Item CHALLENGES OF CIVIL SOCIETY ORGANISATIONS (CSOS) IN INFLUENCING DEMOCRATIC GOVERNANCE IN NIGERIA(Faculty of Management Sciences, University of Maiduguri., 2017) Akindele Iyiola Tomilola; Deborah Olufunke Ayoola; Abdullateef AmeenThe importance of civil society organisations (CSOs) in democratic governance cannot be overemphasised. Some of these organisations did not devote their activities to the establishment of the democratic system alone, but their operations were also directed at alleviating the sufferings of the people by addressing social and economic problems such as health, education and youth empowerment, and good governance among others. They are the mouthpiece of the society. Therefore, this study analysed constraints of CSOs in influencing democratic governance in Nigeria. Twenty-one civil society organisations were used for the study which comprises of all the twelve pro- democracy and governance-oriented civil society organisations that registered with the Corporate Affairs Commissions and 9 purposively selected non-registered pro-democracy groups. The selection of the 9 pro-democracy groups was informed by their records in pro-democracy activities, national spread and exposure to national issues. In-depth interview, as well as focus group discussion, was used. The findings showed that despite the contribution of CSOs in facilitating, enthroning and sustaining democratic governance in Nigeria they are still faced with some constraints such as fund, corruption, government interference, identity and lack of cohesion in the performance of their duty. However, little research has been done on the effect of disciplinary measures on employee behaviour, especially on local government employees. Therefore, the key objective of this analysis was to examine the relationship of disciplinary measures with employees’ behaviour in Offa Local Government, Kwara State. the study’s data were generated through quantitative surveys from 126 employees of the Offa Local Government Area Council of Kwara State. data gathered from the survey were analyzed using SPSS version 22 and Pearson Product-Moment Correlation. The statistical result shows that the null hypothesis was rejected while the alternative hypothesis was accepted since the p-value (H1 = 0.736) is less than 0.05 significance level. Therefore, the study revealed a significant relationship between disciplinary measures and employees’ attitude to work. Therefore, the study recommended that management should enforce discipline on workers with a particular aim of managing their behaviours and being productive in achieving the organizational goals.Item Examining the validity and reliability of the performance appraisal practices measurement scale in Kwara State Civil Service, Nigeria.(Department of Public Administration, Kogi State University, 2021) Abdullateef Ameen; Abdussalam Iyanda IsmailPerformance appraisal exercises are progressively becoming significant methods employed for measuring and evaluating performances of the employees in organisation that usually occurs between supervisor and employees. Previous researchers have looked at performance appraisal exercises mostly in private sectors. However, researchers are yet to consider exploring into the divergent purposes of performance appraisal exercises in the civil service. As such, this study identifies five (5) practices of performance appraisal on employee performance; training, job promotion, performance feedback, performance recognition and financial reward assesses the validity and reliability of the scales for measuring performance appraisal practices in Kwara State civil service, Nigeria. The content Validity Index (CVI) of both the items-level and the scale-level CVIs from the assessments of seven (7) experts indicated that the items in the scale proposed have good content validity. In addition, with the use of the Exploratory Factor Analysis (EFA) with Varimax rotation, it was revealed that from the thirty-one (31) items used to evaluate the performance appraisal practices, only twenty-one (21) items were retained/maintained. Lastly, the results further demonstrate that all five (5) scales; training, job promotion, performance feedback, performance recognition and financial reward have acceptable values of reliability.Item Law and Nigerian Federalism: Issues and Challenges.(Collaboratively Published by University of Ilorin press and Kwara State University, Malete., 2021) Abdullateef Ameen; Yahaya GaniyuFederalism is one in which governmental powers that exist in the country are shared between a central government and government of component regions, so that each government is legally and constitutionally independent and autonomous. However, the Nigeria federalism is been misdirect, mismanaged and plundered by people with personal agenda. The main aim of this paper is to examine the law and contemporary challenges of Nigerian federalism. This paper used doctrinal method of legal research work. Moreover, the paper observed that the major contemporary challenges of Nigerian federalism are inter-ethnic rivalry and sectional domination of powers, military invasion and over-centralisation of power at centre, conflicts over Revenue Allocation Formula and resource control, corruption in Nigeria and bad governance. These challenges require vital reactions and proper constitutional amendments. In view of this, the paper recommended that centralisation of Nigerian federation should be addressed via constitutional amendment, and all stakeholders should concentrate more on how to manage the present Nigerian federal structures towards ensuring national unity and integration, stability and development, rather than promoting superfluous division and disintegration.Item The effect of talent management practices on employee performance in Nigerian local governments(Faculty of Social and Management Sciences, Sa'adu Zungur University Gadau, Bauchi State, Nigeria, 2024-09-21) Abdullateef Ameen; Abdulkareem Abdulrazaq Kayode; Abubakar Yaru Umar; Abdulrasaq Ajadi IsholaEffective talent management is vital for enhancing employees and organizational productivity, performance and overall accomplishment. However, many organizations, particularly within the Nigerian public sector, struggle to attract and retain their most talented and qualified employees. This study intends to explore the effect of talent management practices (TMPs) on employee performance in Ilorin-south Local Government of Kwara State, Nigeria. Data was gathered from the Local Government Staff via a questionnaire, utilizing a stratified sampling technique to get a sample size of 129 from a totality of 194, as established by Krejcie and Morgan (1970). Regression analysis was utilized to analysis the projected hypotheses. The findings signify that talent attraction (R² = 0.390; P-value < 0.005), talent development (R² = 0.423; P-value < 0.05), and talent retention (R² = 0.415; P-value < 0.005) all have significant positive effects on employee’s performance. Therefore, the study concluded that talent management is a fundamental human resource policy in organization that significantly influences employee performance in the workplace. It is recommended that the management and administrators of Ilorin-south Local Government should prioritize talent management practices to enhance employee commitment and performance, thus increasing individual contributions within the organization.Item The effects of globalization on national development policy implementation in Nigeria.(Published by College of Management and Social Sciences, Kwararafa University, Wukari, Taraba State, Nigeria., 2018) Rasheed Obasekore Garuba; Abdullateef AmeenGlobalization has become a major issue in measuring development policy implementation across the globe. It is a concept that expands the nation’s investments through multilateral trading system and it possesses ability of having higher comparative advantage in terms of a wider market and patronage in relation to non-globalized states. Nigeria as one of a sovereign state in the world has formulated series of development policies towards repositioning her economy since independence. Unfortunately, the policy did not achieve its target objective due to its mono-economic policy adopted since discovery of crude oil for external consumption occasioned from globalized politics with her European partners. This decision has brought unfavourable balance of trade relations with her global partners and this has limited her financial capacity to successfully implement any sustainable policy years after its independence. Relying on secondary data, theoretical mode of analysis was adopted in order to argue that globalization trend has not effectively impacted in Nigeria’s national development drive as experienced among Asian Tigers recently. The paper therefore recommended the need for government in power to re-appraise its economic policy towards promoting economic diversification in order to correct unfavavourable balance of payment that has incapacitated the country financially towards implementing sustainable development plan policy in Nigeria.Item Universal Newborn Hearing Screening programme in Nigeria: Overview and Emerging Issues.(Journal of Advanced Research in Social and Behavioural Sciences, 2018) AAbdul-Halim Abdul-Majid; Abdussalaam Iyanda Ismail; Abdullateef Ameen; Hammed Oluwaseyi MusibauAlthough universal newborn hearing screening (UNHS) program is indispensable to improving the health level of newborns, two thirds of the people with simple to extreme hearing impairment live in developing nations including Nigeria. Thus, surveying the current UNHS practices in Nigeria is considered imperative to discern the existing UNHS model and identify the existing issues and challenges facing UNHS implementation in the country. Based on the comprehensive review of reports, published research, and other relevant materials, this paper presented a logic-based and empirically-based conceptual discussion regarding the existing UNHS model in Nigeria. The findings of this research indicate that implementation of the UNHS in Nigeria is still at low ebb. The little success recorded in the implementation of UNHS is mostly noticeable in Lagos, South-western Nigeria. There are however problems and challenges, which include deficiency of the screening equipment and inadequate facilities for training the manpower, hindering the implementation of the program in Nigeria. Although there is no problem that is unsurmountable, some of the ways-out of these problems and issues include: recruitment of more hands to handle the screening, creation of awareness using both print and electronic media to sensitize the parents on the importance of UNHS, and creation of awareness to the expectant mothers by the health providers during the pre- natal periods. Also, government should create more screening centers which should be well-equipped. There should also be periodic seminars and workshops to update the knowledge of the concerned health workers caregivers. In addition, literature review conducted in this paper revealed that there is dearth of research on UNHS in the context of Nigeria. Therefore, future researchers should direct their focus towards UNHS research field as this will expand the scope of the existing body of knowledge.
