Using a time subscript and a difference-in-difference estimator that describes the changes in food crops as a function of changes in ACGS, this paper examines the influence of changes in ACGS loan on food crops output over the years. The result shows that only the initial level of ACGS on food crops has helped moved food security more than the changes experience in recent time. Thus, government should put in place an effective legislation that would establish a reliable ground rules for consistent and equitable application of ACGS and stable macroeconomic policies that would sustained it.en_US
