| dc.description.abstract | The failure of governments' top-down approach and lack of involvement of the people at the grassroots in the bottom-up strategy have weakened the confidence of the public in local authorities. Consequently, communities therefore seek solace in indigenous institutions, which pressurize governments for attention to development problems in their communities. As agents or partners in grassroots development, this paper therefore assesses the self-help efforts of the Community Based Organizations in Kwara State using the theory of participatory development. The paper found that between 1999 and 2008, a total of seven hundred and ninety-five (795) development projects were provided by the community based organizations at an aggregate total cost of two hundred and twenty-six million, six hundred and ninety thousand, five hundred and seventy-seven Naira, eighty-three Kobo (N226,690,577.83). The paper also found that the successful planning and implementation of community development projects by the Community Based Organizations in Kwara State has been hampered by a number of problems such as financial constraints, lack of adequate manpower, unfavourable government policy among others. The paper therefore recommends that government at the local level in particular should assist the community based organizations in monitoring their projects, come up with community-friendly policies and set aside at least 2.5% of their annual budgets as grants to community based organizations. | en_US |
