Abstract
Non-governmental organisation (NGOs) have in recent years become a veritable mechanism for the realisation of policy objective. In active, partnership with the state, they can be effective in addressing public policy. In line with this thinking and given the huge development demands of the Nigerian citizenry, the policy engagement of NGOs has become desirable. However, with the present state of affairs in the country, NGOs seems not to be active participatory development.
