dc.description.abstractLanguage policies in Nigeria have always failed because they are designed in ways that make their implementation difficult, Oyetade (2002). This account for some of the failures, inconsistencies, and even abuses in the policy-making processes which to tend to contend or conflict with government aspiration for French language when viewed against English, Arabic, and the major Nigerian languages such as Hausa, Igbo and Yoruba. As of today, it is still open to doubt if politics has not negatively affected the development of french in Nigeria. With this doubt in mind, the study examines some of the underpinning policies that seem to drive language policy-making in Nigeria and their implications for the teaching and learning of French as a foreign language. Language related policies in the National Policy on Education (NPE) are analyzed via proclamations, assertions, explanations, and comparisons with a view to determining the true status of French in the National Curriculum while the study concludes that unwholesome competition between French and other languages be discouraged. In addition to the place of French in the National Policy on Education, the study advocates the development and adoption of a state-by-state policy on language as it is considered to better cater for the specific cultural needs and sociolinguistic peculiarities of each state. The study hopes that, state-based policies on language education will lead to the development of curricula and learning materials that will be more appropriate and suitable for each learning environment, enhancing the conditions for the teaching and learning of French in Nigeria eventually.
