The data were collected using a researcher-made questionnaire titled ICT Problemy Questionnaire (ICTPQ) and were analysed using percentages and t-test statistics, Findings revealed that inadequate ICT devices and poor ICT aid infrastructure like electricity were the major problems encountered by public secondary schoo| teachers and students in the local government; while the problems among the private teachers and students were mainly poor ICT aids infrastructure and maintenance.
