The study used survey design and collected data using a questionnaire. Stratified random sampling was employed to identify 12 rural communities evenly spread across the three senatorial districts of Kwara State, Nigeria. From each community, 125 respondents were purposively sampled, resulting in a sample size of 1500. Data collected were analyzed using frequencies and cross-tabulations. The results show the presence of ICT in the rural communities of a sub-Saharan African country and the need for the government to educate, train and implement policies that would help rural dwellers make effective and efficient use of ICT tools and infrastructures available in their domainen_US
