Abstract

The paper examines the concept of human rights as well as the universality in the concept of the application to prisoners' welfare in most countries of the world. To determine the level of conformity, the paper discusses the post -conviction problems of prisoners encounter in Nigeria as opposed to what is obtainable in some other countries of the globe. In the final analysis, the paper posit that due to unrealistic nature of prisoners' rights enforcement in Nigeria, the situation sis an aberration to the global best practices. To check this situation, the paper made some practical recommendations that could make the issue conform to what is obtainable in most civilized countries of the world
