dc.description.abstractSmall scale entrepreneurs occupy a central place in the socio-economic development of most modern societies. This is so because of its role in the provision of employment opportunities for the people in the society. In spite of this important role of the small scale entrepreneurs, it has been observed that in Nigeria, these entrepreneurs have received very little academic and governmental attention and the resultant effects of such neglect is reflected in the low level of economic activities and higher level of youth un-employment in the society. In an attempt to draw attention to this important sector of the country's economy, this paper seeks to look into the knowledge and practice of human capital management among small scale entrepreneurs using entrepreneurs in the Central Business District of Ilorin as its case study. Self-administered questionnaires and interviews were used as instruments of data collection and frequency distribution presented in percentage was used for data analysis. The results indicate that entrepreneurs in the study area have no knowledge of the importance of human capital management and most of them do not see any necessity for practicing it. Upon this discovery, the paper recommends that there is the need to educate small scale entrepreneurs on the importance of applying human capital management principles in running their business so that their employees work behaviour would be improved upon to effect the development of their business and the society at large.
