The level of performance of the public service has a lot of implications for the speedy recovery of the Country's ailing economy. Concerned citizens have criticized the public service for its numerous lapses including ineffectiveness, slowness and low level of productivity among others. Some suggestions have been offered by observers for the improvement in public service organizations' contributions to national development. Despite these suggestions and efforts to formulate and implement policies based on this suggestions, the overall productivity of the public services in Nigeria has remained low.
