A meaningful development can only take place where men and women are active participants. It appears that Nigerian women have been constrained by lack of literacy to play their role in the development of their communities. To really bring them to the lime-light, their empowerment is important. This paper therefore submits that rural women can be empowered if different adult literacy programmes such as basic literacy, post literacy, civic literacy, functional literacy and family literacy are made available to them.
